Environmental Review Summary
1. As part of the privatization of the Argentine port sector, the Government of Argentina divided the port of Buenos Aires into six stand-alone terminals and conducted a competitive bidding process in granting concessions for the operation of each terminal. Terminales Portuarias Argentinas (TPA), a consortium of Argentine and international firms, was awarded the concession for terminal 3. TPA will renovate, modernize and operate terminal 3 under a 25 year concession. The terminal is located on a 15 hectare site, has seven multi-story warehouses, six berths with a total berth length of 1,340 meters, and an annual capacity of 1.8 million tons of cargo (containers, general cargo, vehicles, other roll-on/roll-off cargo). The cargo operation currently serves vessels at the rate of three ships every two days, and the passenger terminal serves approximately 30 cruise ships each season.
2. TPA is implementing a 10-year investment program designed to develop the terminal into a modern, efficient multi-purpose facility with a focus on container operations. The project involves the rehabilitation of the terminal, the demolition of several multi-storied warehouses, the conversion of existing warehouses into automobile storage facilities and a passenger terminal, the installation of modern cranes and cargo handling equipment, and the operation of the terminal for a period of twenty five years. It is expected that TPA will operate the passenger terminal for two to three years, at which time that facility will be demolished and the area used for container storage.
3. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsors, and the undertaking of a technical appraisal and site review by IFC’s consultant and staff. The following potential environmental, health and safety impacts of the project were analyzed:
• fire prevention and emergency response;
• handling of hazardous materials;
• liquid effluents;
• spill prevention; and
• employee safety and training.
The information provided about how these potential impacts are addressed in the development of the proposed project is summarized below.
4. The sponsors have responded positively to IFC''s recommendations regarding key environmental, health and safety issues, and have developed a Corrective Action Plan (CAP) to ensure compliance with applicable World Bank and Government of Argentina requirements. The CAP includes:
• emergency arrangements for fire prevention and fire fighting;
• creating a dedicated stacking area for dangerous cargo;
• modifying the surface drainage system and installing a 90 cubic meter capacity, neoprene rubber-lined spill collection reservoir;
• routing of appropriate floor drainage to the spill collection reservoir;
• installing audible and visual emergency alarms;
• providing adequate spill recovery and clean-up resources; and
• emergency response training.
5. TPA is committed to operating the terminal in accordance with international and governmental regulations for port operations and protection of the environment. The disposal of solid wastes and discharge of liquid shipboard effluents such as bilge and ballast water and sewage will be in accordance with local regulations. Fueling of vessels will not be conducted at the terminal.
6. Employees will be trained in accident prevention and the proper safety procedures for terminal operations. Personnel Protective Equipment will be provided to employees potentially exposed to hazardous materials or noise levels above 85dBA.
7. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that, with the implementation of the CAP, the proposed project is being designed to meet World Bank policies and environmental, health and safety guidelines, and Government of Argentina requirements.
8. IFC will monitor progress of the implementation of the CAP as well as ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsors and by conducting periodic site reviews during project supervision.
