Project Description

Founded in 2003, Edvantage Group Holdings Limited (the “Group” or the “Company”) is a leading higher private education and vocational education group in the People’s Republic of China (“PRC” or “China”) (https://www.edvantagegroup.com.hk/en/). As of 31 August 2023, the Group had an enrolment of nearly 86,100 students and operated nine private educational institutions.

The Group’s school network in the PRC consists of six higher educational institutions, including three in Guangdong, two in Sichuan, and one in Hong Kong. Its overseas footprint includes two colleges in Australia and one college in Singapore.

The proposed IFC A Loan of up to US$100 million equivalent in renminbi (RMB) to Edvantage, will support the capital expenditure plans of Guangzhou Huashang College (“Huashang College”) and Urban Vocational College of Sichuan (“Urban Vocational College”) to accommodate new student enrolments arising from increased capacity as a result of the new student and academic facilities (the “Project”).

Huashang College is an undergraduate college founded in 2006. The college has two campuses in Guangdong (i.e. Zengcheng and Sihui), it offers a total of 48 undergraduate programs across multiple disciplines including economics, management, literature, engineering, art, education and medicine. As of 31 August 2023, the number of student enrolments amounted to nearly 29,300.

Urban Vocational College is a junior academic college operated in 2008 with two campuses in Sichuan (i.e. Chengdu and Meishan). Edvantage acquired the college in 2021. It sets up a total of 72 programs covering seven disciplines associated with advanced manufacturing and modern services industries. As of 31 August 2023, the number of student enrolments amounted to around 16,900.

Overview of IFC's Scope of Review

 IFC’s review of the proposed investment relied on the environmental, health and safety (“EHS”) and social documents and information provided by the Company including EHS and human resource (“HR”) related policies and manuals, emergency response procedures (“ERP”), life and fire safety (“L&FS”) and interviews with the senior management from the Company. IFC’s E&S team visited the colleges under the project in Guangdong and Sichuan, China, in October 2023. Similarly, discussions were held with the management teams at each college including persons in charge of EHS and HR management.
