While all Performance Standards are applicable to this investment, IFC’s environmental and social due diligence indicates that the investment will have impacts which must be managed in a manner consistent with the following Performance Standards

This is a Category B project as per IFC’s Policy on Environmental and Social Sustainability (2012) as the use of proceeds is limited to investments in assets that do not involve significant E&S risks.

The ESG questionnaire responses highlight several environmental and social risks associated with the project. While the project does not involve involuntary resettlement, biodiversity risks, or impacts on priority ecosystem services, certain risks warrant attention. Medium risk of gender-based violence and harassment has been identified due to entrenched social norms, the influx of workers, and the presence of armed security, which could exacerbate vulnerabilities in the workforce and surrounding communities. Additionally, the movement of equipment and project-related traffic may pose risks to community health, safety, and security, particularly through noise, vibrations, and air pollutants if proper maintenance is not ensured. The contextual risk assessment indicates a high level of risk, primarily driven by security and conflict concerns, political instability, labor and workforce challenges, and gender-related issues, particularly in Chad and the Central African Republic. These risks underscore the need for careful management of workforce dynamics and community interactions to mitigate potential adverse impacts. While no significant legacy, supply chain, transboundary, or cumulative impacts were identified, the reliance on a main contractor for construction and operations introduces third-party risks that could influence project outcomes. Overall, the project’s environmental and social risk profile reflects a complex interplay of localized and contextual factors, requiring robust oversight to address potential challenges effectively.

IFC’s appraisal considered the environmental and social management planning process and documentation for the Project and gaps, if any, between these and IFC’s requirements. Where necessary, corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and (if applicable) in an agreed Environmental and Social Action Plan (ESAP). Through implementation of these measures, the Project is expected to be designed and operated in accordance with Performance Standards objectives.

PS1-Assessment and Management of Environmental and Social Risks and Impacts

**Environmental and Social Assessment and Management System**
The overall rating for this section is "Partially Satisfactory." The client has established E&S policies aligned with applicable standards and has implemented an Environmental and Social Impact Assessment (ESIA) process to identify risks and impacts. Management programs, including an Environmental and Social Management Plan (ESMP), are in place and aligned with relevant standards. Organizational capacity is adequate, with dedicated personnel for E&S management, though the Environmental and Social Management System (ESMS) is still under development. Emergency preparedness measures are established, but drills are yet to be implemented. Monitoring and review mechanisms are in place, supporting continuous improvement. However, stakeholder engagement remains underdeveloped, with no Stakeholder Engagement Plan (SEP) or framework in place.

**External Communications and Grievance Mechanisms**
This section is rated "Unsatisfactory." The client has not established an external communication mechanism or grievance mechanism (GM) for the project. This absence limits the ability to address concerns from external stakeholders effectively.

**Ongoing Reporting to Affected Communities**
This section is not rated due to the absence of relevant mechanisms. No grievances have been recorded or resolved, as the grievance mechanism is yet to be developed.






PS2- Labor and working conditions

**Working Conditions and Management of Working Relationship**
The rating for this section is "Partially Satisfactory." The client has established HR policies and procedures, but these require enhancement to align with international standards. While working hours and wages comply with national legislation, there is no policy on freedom of association, and no unions are present. Measures to prevent discrimination, harassment, and sexual exploitation, abuse, or harassment (SEAH) are inadequate, with no grievance mechanisms ensuring confidentiality or anonymity. The grievance mechanism is informal and managed directly by HR, limiting its effectiveness.

**Protecting the Workforce**
The rating for this section is "Satisfactory." The client has measures in place to prevent child and forced labor. Verification of identification ensures compliance with minimum hiring age requirements, and all workers are employed under formal contracts. There is no evidence of forced labor, and pay slips confirm compliance with legal requirements.

**Occupational Health and Safety**
The rating for this section is "Partially Satisfactory." The client has established OHS procedures, including hazard identification, risk analysis, and PPE management. Training programs and incident reporting systems are in place, and accidents are investigated using root cause analysis. However, the emergency preparedness and response plan (EPRP) is underdeveloped, lacking comprehensive elements such as business continuity and community notification. Additionally, one fatality due to a road accident highlights the need for enhanced safety measures.

**Workers Engaged by Third Parties**
This section is not applicable, as the client does not use third-party or contracted workers for current operations.

**Supply Chain**
This section is not applicable, as supply chain requirements and risks related to child or forced labor are not relevant to the project.



PS3-Resource Efficiency and Pollution Prevention

RESOURCE EFFICIENCY
This section is rated as Satisfactory. The project demonstrates effective consideration of resource efficiency, including measures to minimize greenhouse gas emissions during siting, design, and operations. However, specific data on Scope 1 and Scope 2 GHG emissions, as well as water consumption, are currently unavailable. Electricity and fuel consumption have been recorded, but water usage is unmetered due to reliance on a borehole.

POLLUTION PREVENTION
This section does not have a rating due to the absence of relevant scoring. The project does not generate hazardous or non-hazardous wastes, nor does it involve the management of significant quantities of hazardous materials. There are no point-source air emissions subject to local regulations or international guidelines, and no historical pollution has been identified.






PS4-Community Health, Safety and Security

Community Health and Safety
The rating for this section is "Partially Satisfactory." The project has assessed risks to community health and safety through an Environmental and Social Impact Assessment (ESIA), and mitigation measures are outlined in an Environmental and Social Management Plan (ESMP). However, gaps remain in areas such as influx management planning and emergency preparedness, which are either absent or underdeveloped. Additionally, the absence of formal road management plans and site-specific emergency response plans poses risks to affected communities.

Security Personnel
The rating for this section is "Unsatisfactory." While security personnel are equipped with basic materials and managed directly by the company, significant gaps exist in risk assessments, vetting processes, training, and grievance mechanisms. Policies and procedures governing the use of force are absent, and there is no evidence of monitoring programs or community-focused security risk assessments. These deficiencies raise concerns about potential risks to both workers and communities.

Be cautious when using Generative AI outputs by validating and applying judgement before incorporating them into official work, as they may contain inaccurate information or biased and discriminatory conclusions.

CATRAMP will develop and implement a stakeholder engagement plan based on risks/impacts analysis and stakeholder mapping of neighboring communities for each site. CATRAMP will also develop and implement an external grievance mechanism to receive/respond to communities and interested parties, in line with IFC Ps requirements (Ref. ESAP#1).
