Project Description

Conjunto Clinico Nacional Conclina (Conclina or the Group) has been an IFC client since 2015. It owns: (i) a high complexity, 141 bed private hospital in Quito, Ecuador (Hospital Metropolitano); (ii) a prepaid health plan group operating across Ecuador (Humana); and (iii) an ambulatory network with seven outpatient clinics in Quito, Cumbaya and Guayaquil (Metrored). The project consists of a US$25m corporate loan to finance: (i) the construction of a new up to 70-bed-hospital under the Metropolitano brand in the Cumbaya area of Quito; (ii) two medical towers for doctor’s offices; and (iii) upgrades to the existing infrastructure of Hospital Metropolitano including digital transformation investments (“The Project”).

 

Hospital Metropolitano de San Patricio will be built by a joint venture (JV) between Conclina (60%) and Leimagencorp S.A (Leimagencorp) (40%). The JV’s proposed ~1.8-hector plot is located in the center of Leimagencorp’s 55-hector mixed-use development (referred to as San Patricio Smart Living throughout this document), aspects of which are already under construction. IFC’s loan is limited to the 1.8-hector plot and does not extend to Leimagencorp’s mixed-use development as a whole. In addition to the hospital, the plot will include the medical tower (with consulting rooms), plus commercial units.

Overview of IFC's Scope of Review

In July 2023, IFC conducted an in-person visit to Hospital Metropolitano, as well as the plot where the new hospital will be built. The visit included meetings with the Group’s Chairman, General Manager, Head of Operations and Audit, Director of Operations and Quality, Risk Manager, medical professionals, as well as Leimagencorp’s CEO, Project Manager and Environmental Manager. IFC’s review included an assessment of environmental and social (E&S) related information shared by the company for the project, such as the E&S organizational structure, E&S policies and procedures, HR management procedures, emergency response plans, grievance mechanisms, waste management protocols, and E&S documents related to the planning of the new hospital.
