Project Description

The proposed IFC investment is a loan of up to €50 million to Summa Turizm Yatirimciligi A.S. (“Summa” or the “Company”) to finance needs for (i) a hotel investment in Senegal, and (ii) Summa’s working capital and capex need for its construction projects in African countries acceptable to IFC (the “Project”). 

 

Founded in 1989 in Türkiye, Summa (https://www.summa.com.tr/?) is a construction firm operating in over 15 countries with a strong focus on Africa. Summa has four lines of business: (i) turn-key construction projects, (ii) investment projects such as shopping centers, hospitals, hotels etc., (iii) build-operate-transfer (B.O.T) and public-private partnership (PPP) concessions/schemes, mainly airports and hospitals and (iv) mining investments. 

Overview of IFC's Scope of Review

IFC’s environmental and social (E&S) review of this proposed investment included a) Site visit to hotel in Dakar (during under-construction phase in October 2023 and operating phase (Feb 2025); b) the proposed shopping mall (in Dakar and greenfield site adjoining the hotel); c) other properties (stadium, airport) under construction in Senegal (October 2023); d) meetings with corporate and project level business and E&S teams (in October and Feb 2025); and e) review of EHS and HR documentation both at corporate and project level. In addition, the E&S appraisal also included site visit and assessment of another operating hotel of the company (March 2025) to better understand E&S and labor practices.  

 

IFC’s E&S appraisal process included in person interview and consultations with randomly selected employees which covered the following groups: kitchen and service employees, housekeeping, laundry, front desk & hospitality, security guards, foreign employees, female employees, and construction workers and third-party workers. The IFC team also visited the different locations of the hotel to assess the workplace environment, safety and other related aspects. 

 

As part of the IFC review of the project, a contextual risk assessment on E&S issues at the company, country and sectoral level was conducted. Key risks were identified on labor practices especially pertaining to working conditions, restriction around freedom of association and securing collective-bargaining rights. IFC’s E&S appraisal process included an assessment of these and other risks. The E&S appraisal team included qualified labor specialists who visited corporate and project site locations.
