Project Description

The proposed investment supports the construction and operation of two solar photovoltaic (PV) plants in the Bafing region of Cote d’Ivoire (the “Project”). With a combined area of 100 ha, the plants will have installed capacities of 44 MWac in Touba covering 50 ha and 36 MWac in Laboa, covering 50 ha.Each plant will be developed and operated by a dedicated special purpose vehicle (SPV) incorporated in Cote D’ivoire, Touba Solar PV S.A. and Laboa Solar PV S.A.
The Project is sponsored by Infinity Power B.V (Infinity Power), a joint venture between Infinity and Masdar and one of Africa’s leading renewable energy developers. Infinity Power targets power generation projects across Africa through renewable energy sources, namely solar and wind, as well as other technologies such as battery storage, leading the development, construction and operation of independent power production projects. The company has an operational portfolio of 1.3 GW across Egypt, South Africa and Senegal.
The Touba PV plant will be connected to an existing substation via the existing overhead transmission line (OHTL), which runs along the eastern boundary of the site. In addition, the Project includes the construction of an approximately 17 km, 90 kV OHTL as an associated facility to connect the Laboa PV plant to the Laboa substation. The new OHTL will comprise: (i) the reconstruction of an approximately 10 km segment of the existing line; and (ii) the construction of a new approximately 7.4 km section installed parallel to the existing line. Upon completion, the new OHTL will be transferred to and operated by Compagnie Ivorienne d’Electricite (CI-Energies).
Access to the Project sites might require the upgrade of an existing approximately 23 km road, to be confirmed following the appointment of the Engineering, Procurement and Conctruction (EPC) contractor. Both PV plants will be fully fenced. The Project is currently at the design stage and is expected to be completed within approximately 15 months from construction start, under a turnkey, fixed-price EPC contract. The selection of the EPC contractor is ongoing, with construction expected to commence in Q1 2027.

Overview of IFC's Scope of Review

IFC’s Environmental and Social (E&S) review included: (i) a virtual appraisal meeting with the Infinity Power E&S and Project teams in September 2025; and (ii) a four-day site visit to the Project area in October 2025. The site visit included meetings with key stakeholders, including local authorities (prefects and sub-prefects) in Touba and Koro, representatives of the Ministry of Energy and CI-Energies, relevant national agencies (including agriculture and forest protection authorities), and local communities. A Lenders’ Environmental and Social Advisor (LESA) also participated in the appraisal.
IFC’s appraisal focused on the Company’s capacity to identify, assess, and manage E&S risks and impacts in accordance with national regulations, IFC Performance Standards (PSs), the World Bank Group Environmental, Health and Safety (EHS) Guidelines and Good International Industry Practice (GIIP). The review covered: (i) Infinity Power’s E&S management systems and capacity; (ii) the Environmental and Social Impact Assessment (ESIA) and supporting studies; (iii) corporate human resources policies and procedures, including working conditions, terms of employment, occupational health and safety (OHS), and management of contractors and primary supply chain risks (including child and forced labor); (iv) land acquisition documentation, including the Livelihood Restoration Policy Framework (LRPF); (v) supply chain management and procurement procedures; (vi) the Stakeholder Engagement Plan (SEP); and (vii) biodiversity baseline studies.
