Odata Colocation Mexico S.A. de C.V. (“ODATA” or “the Company”), a multi-tenant data center operator, and an affiliate of an existing IFC client, Odata Brasil S.A. ODATA is. ODATA is owned by funds managed by Patria Investments, a NASDAQ-listed private equity firm focused on Latin America assets and CyrusOne, a NASDAQ-listed, US-based leading Data Center provider.
IFC’s experience with ODATA SP01/2/3 (managed by the same Sponsors) in 2020 has been positive: the project resulted in successfully delivering the DCs on time and budget and has exhibited good environmental and social (E&S) performance during implementation. The proposed project consists of providing a senior secured debt package of up to US$35 million to support the construction of their first DC facility Mexico (the “Project”). The funds will be used to support the Company’s US$62 million project cost for the construction of a Data Center (DC-QR01) in the VYNMSA Queretaro Industrial Park, located in the Municipality El Marqués, state of Queretaro, Mexico. At the time of the appraisal, the DC was under construction, with a progress of approximately 60 percent, with expected completion in April 2022.
IFC’s review of the proposed investment consisted of appraising the environmental, health and safety (EHS) and social related information submitted by ODATA, including technical details about the project, environmental permits, ODATA’s E&S policies and procedures, occupational health and safety (OHS) procedures, human resources (HR) management procedures, employee working rules, code of ethics and conduct, training records, emergency response plans, and security forces procedures and guidelines.
Given current travel restrictions related to the COVID-19 pandemic, IFC conducted a virtual appraisal that included discussions with ODATA’s senior management in corporate headquarters (Sao Paulo - Brazil), the director of the operations in Mexico, and EHS personnel in August and September 2021 via video conferencing and a virtual walkthrough of the ODATA’s construction project site. Also, a virtual visit was conducted to the main areas of the industrial park where the DC is located, and the associated electrical substation owned by the industrial park. The appraisal will be supplemented with a field review, after COVID-19 travel restrictions are removed. This ESRS and associated Environmental and Social Action Plan (ESAP) may subsequently be updated, if needed.
