Project Description

Established in 2016, Kings Beverages (“KB” or the “company”) is a beverage company located near Freetown in Sierra Leone. This proposed IFC loan investment of up to US$7 million is for: (i) capital expenditures (CAPEX) for the completion of its existing factory which has been partially built and commissioned in March 2020 for the production of water and  carbonated soft drink (CSD) products; and (ii) working capital. The scope of the proposed expansion includes the addition of a fruit juice production line. This financing will complement an IFC advisory engagement to set-up a sourcing program with local fruit farmers (up to 85% of its raw material). This advisory will also include the development of a supply chain risk screening of eligible third-party fruit suppliers.

 

The factory is located on 1.9 acres lot in Regent town (6 miles east of Freetown). The factory presently consists of two production lines, one for mineral water and one for CSDs. Both are currently operational. The facility also includes a Quality Assurance / Quality Control (QA/QC) laboratory, raw water purification unit, wastewater treatment plant, generators, and warehouses for storage of raw material and finished products. The company also owned a fleet of vehicles (6 delivery trucks and 2 small minibuses) for product distribution and personnel transport. Three additional delivery trucks are envisaged soon considering the increased production output.                                                

Overview of IFC's Scope of Review

 IFC’s environmental and social (E&S) review of this investment included (i) virtual meetings with Kings Beverages’ Chief Executive Officer (CEO), Chief Financial Officer (CFO), Manufacturing Operations and Facilities’ Senior Manager, and Human Resources (HR) Manager; (ii) reviews of Environmental, Occupational Health and Safety (EHS) and Human Resources (HR) documents, including KB’s sample employment contract, land acquisition contract, third-party suppliers and production coordinates, and characterization of raw and process water.

 

IFC’s appraisal also used the Global Map for risk assessment and management of Agro-Commodities Production (GMAP) for high-level E&S risk screening associated with fruit production, the Integrated Biodiversity Assessment Tool (IBAT) to screen for negative impacts on critical habitats from current sourcing operations (using GPS coordinates of farms), and the Global Forest Change (University of Maryland, Department of Geographical Sciences) - https://earthenginepartners.appspot.com/science-2013-global-forest) to assess habitat conversion adjacent to areas of fruit sourcing. This biodiversity review confirmed that fruit sourcing is in consolidated agricultural lands and/or not located in recently deforested areas. IFC’s Gender-Based Violence (GBV) risk screening tool was also used to screen for GBV risk in Sierra Leone. The U.S. Department of Labor ILAB Sweat and Toil app was used to screen for exploitative labor practices.

Due to travel restrictions arising from the COVID-19, IFC was unable to visit KB’s operations. Once travel restrictions are lifted, IFC will conduct a field visit, and as needed, update this ESRS and the E&S Action Plan (ESAP) accordingly.
