Project Description

The BB Energy Africa Liquified Petroleum Gas Project (‘the Project’) forms part of BB Energy Group Holding Ltd’s (‘BB Energy’ or ‘the Group’) downstream Liquified Petroleum Gas (LPG) expansion program in Sub Saharan Africa. The Group is executing the Project through Deux Rivieres Holding (DRH), its sub-holding company for the LPG expansion. It targets the development, acquisition, and operation of LPG import, storage, filling, and distribution infrastructure in the Democratic Republic of Congo (DRC), South Africa (SA), and Zambia. The Project is limited to downstream LPG activities and does not involve upstream oil and gas exploration, production, or LPG cylinder manufacturing.
The proposed IFC financing package of up to US$42 million will support Phase 1 of BB Energy Group Holding Ltd.’s expansion program, enabling the company’s entry into, and expansion within, the three project countries. In the DRC, the Project is at an early, greenfield stage and comprises (i) a coastal LPG import, storage, and 1800 metric tons filling terminal to be developed on a leased site in Boma (~2.5 hectares), with initial operations relying on LPG imports to be stored in LPG ISO containers followed by phased development of dedicated marine offloading infrastructure (excluding jetty) and associated onshore facilities; and (ii) an LPG bottling and filling facility to be developed on a leased site (also ~2.5 hectares) within the Kin Malebo Special Economic Zone (SEZ) in Kinshasa. LPG will be transported between facilities by road using chassis mounted ISO containers and/or LPG Trailers/Bowsers. BB Energy intends to collaborate with EPC (Engineering, Procurement, and Construction Works) contractors for the execution of civil/mechanical/electrical/instrumentation works, as well as the procurement and installation of process equipment.
In SA, the Project involves the acquisition of an equity interest in an existing LPG distribution company with approximately 60 metric tons of onsite LPG storage capacity and an established downstream LPG business. In Zambia, the Project involves the acquisition and operation of existing LPG storage, filling, and distribution assets comprising approximately 90 metric tons of LPG storage capacity and associated facilities. The Zambia transaction was completed in May 2026 and operations are ongoing, while completion of the SA transaction remains subject to applicable regulatory approvals and transaction conditions. Upon completion, the SA operation, together with the existing Zambia business, will be integrated into BB Energy's downstream LPG portfolio and supported by targeted investments aimed at enhancing operational capacity, efficiency, and environmental, social, and safety performance.

Overview of IFC's Scope of Review

IFC conducted an environmental and social (E&S) review of the Project in February–March 2026. The review assessed compliance with IFC Performance Standards and World Bank Group EHS Guidelines through document review, site inspections, and meetings with senior management. The review covered key Project documentation, including the project scope and investment structure; technical descriptions of existing and proposed LPG facilities; E&S policies and procedures; occupational health and safety and emergency preparedness arrangements; preliminary E&S risk assessments and technical due diligence reports for the SA and Zambia assets; and draft terms of reference for the planned DRC E&S impact studies. Visits were conducted at current LPG facilities in SA and Zambia, as well as at planned project locations in the DRC, including the Boma terminal site, the transport corridor from Boma to Kinshasa, and the proposed Kin Malebo bottling facility.
