Turkey-based Nobel Ilac (“Nobel” or “the company” - http://www.nobel.com.tr) is a leading pharmaceutical manufacturer and distributor of over 100 principal pharmaceutical products (tablets, injection etc.) and food supplement products. The company is part of the “Ulkar Holding Group”, (“Ulkar Group” or the “Group”) - a vertically integrated group of pharmaceutical manufacturing, marketing and sales companies operating in 20 countries worldwide.
IFC’s first engagement with Nobel was in 2017 with an investment to support biotechnology business of the company in Duzce (IFC Project #39247: Nobel Ilac). Based on the most recent monitoring activity, the company’s environmental and social (E&S) performance is noted to be satisfactory.
In 2018, due to limitations in access to qualified workforce in Duzce, the company decided to move its Biotechnology R&D facility to Gebze in Turkey, about 70 km from Istanbul. The R&D facility is located in Marmara Technology Park which was established in 1992 with the support of TUBITAK (The Scientific and Technological Research Council of Turkey). Nobel Biotechnology facility (“Biotechnology facility” has a total footprint of 1,688 m2.
Currently, the Biotechnology facility has two laboratories in operation: research and quality. R&D laboratory has 2, 5, 10, and 50 liters bioreactors for pilot manufacturing as part of the R&D lab operations.
The proposed IFC investment is a secured A loan in the amount of up to EUR10 million (or its equivalent in US of TRY) through an allocation of Global Health Platform. IFC will fund Nobel’s growing permanent working capital needs due to supply shocks triggered by the outbreak and spread of Covid-19 since 2020 (the “project”).]
IFC’s E&S review for this proposed investment is based on the information collected as part of the existing investment and the updated information provided by the company. Due to the coronavirus pandemic related travel restrictions, the E&S appraisal for this investment was conducted virtually through video conferencing and phone conversations with Nobel’s senior management representatives and technical team on December 10-11, 2020 and Biotechnology facility’s E&S responsible employees on February 8, 2021; and desk review of the available information. Once travel restrictions are lifted, a field visit will be conducted.
Key documentation reviewed and discussed included Nobel’s environmental, health and safety (EHS) monitoring reports and Covid-19 response plans, response to the E&S questionnaire for Biotechnology facility, procedures on EHS, environmental monitoring reports, emergency preparedness and response plan, and HR related documents, and visual evidences (photos and videos) from the production facility in Duzce and R&D facility in Gebze.
Given the scope of the proposed investment, this E&S review summary (ESRS) is intended to provide an update of client’s E&S performance following the previous investment. In addition, this review provides information about R&D facility established in Gebze which became operational at the end of 2019.
