IFC is considering extending an A loan and a blended finance loan to support a greenfield 11.6MW waste-to-energy (“WTE”) project located in the Thuan Thanh district of Bac Ninh province of Vietnam (the “Project”). The project will be developed, constructed, and operated by T&J Green Energy Company Limited (“T&J” or the “Company”), a joint venture company of Thuan Thanh Environment Joint Stock Company from Vetnam (“TT”) and JFE Engineering Corporation (“JFEE”) of Japan. The project is expected to have a waste treatment capacity of 500 tons per day (“tpd”), of which 350 tpd will be municipal solid waste (“MSW”) from three districts of Bac Ninh province and 150 tpd will be non-hazardous industrial solid waste (“ISW”) from nearby factories. The MSW and ISW will be delivered to T&J by government collection and transport (C&T) operations and TT’s C&T operations respectively. The project will generate income from waste tipping fees and from power sold to the national grid under a power purchase agreement with Vietnam Electricity (EVN).
Established in 2009, TT is a privately-owned company that operates in Vietnam’s waste treatment sector in the following four sub-segments: solid waste treatment, waste-water treatment, trading and recycling of scrap materials, and associated services including waste collection and transportation, environmental consulting services, and industrial cleaning/hygiene services. TT is operating an existing 270 tpd waste incinerator plant (Thuan Thanh Plant or TT plant) that does not generate electricity situated to the north of the project site. The existing plant involves the collection, transport, and treatment of MSW and ISW from within and outside Bac Ninh province. Thuan Thanh plant will cease operation upon commissioning of the project and will be maintained only for emergency use though auxiliary activities like wastewater treatment plant and plant maintenance will be continued. JFEE was established in 2003 and is a wholly owned subsidiary of JFE Holdings, a publicly listed company. JFEE provides construction and operation services for essential infrastructure, including WTE plants, water treatment plants, liquified natural gas terminals, natural gas treatment plants, bridges and ports facilities. JFEE’s services range from engineering, procurement and construction (EPC) to operation and maintenance (O&M) and it has a global workforce of about 10,000 employees with 74 subsidiaries and affiliates across 12 countries.
The main components of the project include incinerator area (includes tipping hall, waste bunker, boiler, air cooled condenser, steam turbine and generator, demineralized water plant, exhausted gas treatment, odour treatment, ash treatment, wastewater treatment plant), office area, transport road, green areas and surface water bodies and buffer areas. The technology of waste incinerator is air cooled combustion grate technology with controlled combustion process to incinerate waste. Power generation technology includes boiler, steam turbines and auxiliary works. The power will be evacuated through a 2.9 km 35 kV underground transmission-line (“T-line”) to the existing 110 kV Thuan Thanh substation.
The WTE plant is planned to be built on a land area of 4.85 ha in Cuu Yen village, Ngu Thai commune, Thuan Thanh district of Bac Ninh province, approximately 40km east of Hanoi. The project site mainly consists of agricultural land with rice cultivation, owned by 116 households and Ngu Thai Commune People’s Committee. The current land lease of the project site is planned for 50 years, including both construction and operational stages. The site is currently no longer used for agriculture after land acquisition. The right of way for the transmission line is [1.5ha]. There are no building structures, technical infrastructure, graves or cemeteries within and in close proximity to the project site. The site is surrounded by rice paddy fields. A river (Dau river) is at its south boundary. The border with another commune (Nguyet Duc) is along its east boundary, while the north limit of the site is a concrete access road to the TT’s existing plant. The nearest village is Thu Doi, located approximately at a distance of 530m towards southeast of the project site. Other villages in the vicinity of the site are Yen Nhue (800m south), Cuu Yen (1km northeast), Tu Co (1km east), and Quan Tranh (1.3 km northwest).
The project will be constructed by JFEE under an EPC contract with T&J. T&J will undertake operations and maintenance (“O&M”) services, with support (under a service level agreement) from JFEE or one of its subsidiaries. The project expects a construction-phase workforce of 300 persons at peak and the plant will have a staff of 40-50 persons during operations. Construction expected to start at the end of 2021 with the construction time of 29 months from notice to proceed.
IFC’s review of this proposed investment focused on: (a) review of T&J, TT and JFEE’s environmental and social (E&S) policies and environment and social management systems (ESMS); (b) Environmental and Social Impact Assessment (ESIA) report for the project; and (c) project related technical specifications, permits and regulatory approvals. The ESIA is disclosed together with this Environmental and Social Review Summary.
IFC’s review included site visits in May 2021 and meetings with the sponsors’ management and staff. During the appraisal, IFC met virtually with the project’s ESIA consultants, and with TT and JFEE’s Japan-based and Hanoi-based managerial and staff responsible for sustainability, engineering and operations, and construction management. IFC also met face-to-face with community members, including a sample of households affected by land acquisition, and with representatives of the village and Commune People’s Committee.
