Project Description

The proposed facility is a senior secured IFC A loan of up to US$20 million (the “IFC Loan”) to JV LLC “Nyva Pereyaslavshchyny” (Nyva or the Company) through an allocation under the IFC COVID-19 response facility (RSE). Nyva is a leading Ukrainian pork producer. The IFC A loan will help finance Nyva’s US$27 million expansion project that involves the construction of two new pig farms (farms #13 and #14, each housing 1,400 sows (the Project).

Overview of IFC's Scope of Review

Nyva has been an IFC agribusiness portfolio client since 2014 (#34421) with a second investment in 2018 (#40024) and a third investment in July 2020 (#44245) through an allocation under the IFC COVID-19 response facility (RSE). The 2018 loan was used to support the Company’s two-year expansion program which included the construction of: (i) a new pig farm (Farm #10); (ii) a new slaughterhouse and meat processing facility (adjacent to the existing meat processing plant); and, (iii) a rendering facility (the “Project”). The construction of pig farm #10 was completed in 2018 while the construction of the rendering facility is ongoing, and the construction of the meat processing facility is scheduled to start in the second half of 2021. Currently, the Company’s operational footprint is comprised of twelve pig farms, a slaughter house and meat processing plant equipped with a wastewater treatment (WWT) plant, a feed mill and grain storage and a cement and construction company and 23,000 ha of land for crop cultivation in the Pereyaslav-Khmelnitsiy district, approximately 100km south-east of Kiev. The Company’s environmental and social (E&S) performance has been consistently satisfactory since 2014.

IFC’s E&S virtual appraisal covered the vertically integrated industrial pig production operation (i.e. crop farming, grain storage and drying, manufacturing of feed, breeding and rearing of pigs, slaughtering, and small-scale retail distribution). The virtual appraisal included two video conferences with senior management responsible for financial, environmental, and occupational health and safety (EHS) issues in November 2020. Nyva also provided responses to an IFC E&S questionnaire, including the provision of supporting EHS/HR documents. Documents reviewed during this appraisal included, among others, the environmental impact assessment (EIA) and public consultation minutes for the rendering facility, EHS training, and emergency preparedness and response plans, latest effluent quality and air emission monitoring and measurement data, certifications to international management systems (e.g. ISO 9001, 14001 and 22000) for their feed mill, slaughterhouse and meat processing operations, and the International Sustainability and Carbon Certification (ISCC) for their grains (corn, canola and rape) obtained in 2019. The review also took into account of Nyva’s E&S performance since the 2018 IFC investment. The last site supervision visit (SSV) was in November 2019. Nyva is in process of completing its 2018 ESAP (see the relevant PSs below for further information).

Given the travel restrictions due to COVID-19, it was not possible to undertake a site visit for this appraisal. Following the lifting of travel restrictions, IFC will undertake a site visit of these operations to confirm the appraisal findings as identified in this Environmental and Social Review Summary (ESRS) and, as needed, will update the ESRS and the E&S Action Plan (ESAP) accordingly.

IFC’s appraisal used the IFC’s Integrated Biodiversity Assessment Tool (IBAT) for initial high-level biodiversity risk screening of the proposed pig farms and IFC’s Gender-Based Violence (GBV) risk screening tool to screen for GBV risk in Ukraine and at the project level.
