Founded 45 years ago, Siegfried Rhein, S.A. de C.V. (“Siegfried” or the “company”) is a Mexico-based, pharmaceutical company focused on the development, manufacture and sales of generic medicines.
Siegfried is one of the leading domestic pharmaceutical company in Mexico, primarily focused on prescription generics, with a portfolio of 89 products covering the following therapeutic areas: analgesics, antibiotics, cardiovascular, gastrointestinal, women’s health, central nervous system, and pediatrics. The company has one of the largest pharmaceutical sales forces in Mexico and employs more than 1,200 people. Siegfried owns two manufacturing facilities totaling 10,000 m2 in the Benito Juarez industrial park in the city of Queretaro, Mexico (https://goo.gl/maps/Tw7qdAiiNas).
Siegfried is a fully-owned subsidiary of Laboratórios Roemmers S.A. Privately-owned Roemmers is the largest company in the Argentinian pharmaceutical market, and the 5th largest in Latin America. Roemmers is also an existing IFC client (viz. Farmoquimica Brazil, IFC project #39739 - https://disclosures.ifc.org/#/projectDetail/ESRS/39739).
The IFC’s proposed financing aims to support Siegfried’s expansion plan which includes the acquisition of additional brands, regional expansion in Central America, and other expenditures associated with Siegfried’s expansion plan (the “project”). The total Project Cost is estimated at approximately US$200 million. The proposed IFC investment is an up to US$60 million corporate A Loan for IFC’s own account plus mobilization of up to US$120 million.
IFC’s environmental and social (E&S) review of this proposed investment consisted of reviewing the information related to technical, EHS and social matters submitted by the company, including: Siegfried Rhein’s corporate code of conduct, integrated policy on quality, security and environment, human resources policies, human resources (HR) manuals and procedures for recruitment and training, emergency response drills, occupational health and safety, risk management procedures, commercial licenses and certifications, audit reports, waste management invoices, etc.
In addition, internet searches were conducted for reviews of existing company projects, past actions and assessment of contextual risks. IFC’s appraisal also included visits during 8-12 November, 2018 to the company’s corporate offices in Mexico City, and manufacturing facilities in in the state of Queretaro, for interviews with Siegfried Rhein corporate and Queretaro manufacturing facility management and operational staff.
