Project Description

 Phu My Hung Development Corporation (“PMH” or the “Company”) is a Vietnamese property developer and operator with its flagship being the development since the late 1990s of the Phu My Hung township at District 7 in the outskirts of Ho Chi Minh City (“HCMC”).

IFC will provide a Vietnamese dong-denominated bond of up to US$75 million equivalent to be used by PMH for the development of the following projects: (i) urban residential and commercial developments in HCMC,  such as the Saigon South Residences in Nha Be, over a total of ~24.75 hectares of the company’s existing urban landbank in the Phu My Hung township and nearby urban areas not requiring physical or economic displacement of population; and (ii) the Phu Hung Khang ecological township project (“PHK eco-township”) in Hoa Binh, 57 km west of Hanoi (jointly “The Project”).

Some of the projects in HCMC, such as the Saigon South Residences, are in advance stages of construction, while others are in early planning stages.  The PHK eco-township project near Hanoi is in early planning and permitting stage with construction targeted to start by 2020. The PHK eco-township will cover an area of 405 hectares surrounding the Dong Bai Lake and will be developed over a period of 20 years. The project will include the construction of a 75-rooms hotel to be operated by an international brand, residential villas; and a two km-long access road to connect with a nearby national highway with an alignment still to be decided.                                                  

Overview of IFC's Scope of Review

     IFC’s due diligence for this investment focused on those projects to be financed with use of IFC proceeds, per the project description above, and included the review of Environmental, Social, Health and Safety (E&S) information submitted by PMH, such as construction planning and environmental permitting reports. In addition, IFC considered contextual risks, publicly available information and external reports relevant to the country and the sector, as well as the applicable local E&S legal framework.

The appraisal included various meetings with PMH in HCMC and Hanoi and site visits on October 2018 to the Phu My Hung township and the location of proposed projects in HCMC, including the Saigon South Residences construction site, where construction workers were interviewed randomly. IFC also visited the site of the PHK eco-township near Hanoi.

Company staff interviewed by IFC included: PMH’s Director of Finance; Director for Human Resources; Head of Real Estate Development Department; and Head of Land Acquisition. 

An international consultancy firm conducted a supplemental social assessment of potential land acquisition and ethnic minorities issues linked to relevant PHM’s projects, particularly the PHK eco-township. This supplemental assessment included: review of key documentation, site visits and meetings with 27 project-affected people and the following district and village-level entities: Committee for Ethnic Minority Affairs (CEMA); Land Fund Development Center (LFDC); Women’s Union; and representatives from the relevant People’s Committees (PCP).

Methods for conducting the PS7 assessment included: review of project documentation and documentation on ethnic minorities in the project area; in-depth interviews with officials of the Council for Ethnic Minority Affairs (CEMA) at the district and commune level; focus group discussions and in-depth interviews with a number of the affected households who are Muong ethnic minorities.

The site visit and interviews related to this supplemental assessment were conducted on the week of January 7th, 2019.
