Project Description

   Established in 1980 in Hubei, China, Camel Group Co., Ltd. (“Camel Group” or “the Company”), is mainly engaged in the production, distribution, and recycling of lead-acid storage batteries for automobile starters. Its customers include major automobile companies (e.g. Ford, GM, Volkswagen, etc.) Camel Group has six lead-acid battery assembling plants and lithium-ion battery business. For lead-acid battery recycling business, Camel Group currently has two existing lead-acid battery recycling plants, Chukai plant in Hubei Province and Wuzhou Plant in Guangxi Province. Camel will build two new recycling plants in Fuyang, Anhui Province and Toksun, Xinjiang Autonomous Region, respectively. Besides, Camel Group recently acquired Jinyang’s two lead-acid battery recycling plants in Gucheng, Hubei Province and Fengcheng, Jiangxi Province, respectively.

IFC proposes an investment of US$80 million for funding of i) new recycling plants in Fuyang, Anhui Province and Toksun, Xinjiang Autonomous Region., ii) technical upgrade for Fengcheng recycling plant in Jiangxi Province, and iii) general maintenance and cashflow for its Xiangyang assembling plant in Hubei Province.

All these new or upgrade lead-acid battery recycling/assembling plants are located in existing industry parks. The lead-acid battery recycling processes include old battery breaking, sulfuric acid neutralization or acid recycling/utilization, plastic melting/recycling, lead smelting, and ingot molding, etc. The lead-acid battery assembling processes include lead melting/oxidization, pasting/curing, assembling, filling/formation, and charging. Pollution control, occupational health/safety (OHS) and community heath are the  main concerns in lead-acid battery industry, mainly for lead fume/dust controls and lead in wastewater.                                                

Overview of IFC's Scope of Review

 The review of this project consisted of appraising technical, environmental, health, safety (EHS) and social information submitted by the sponsor. Besides the client provided documents, the environmental and social (E&S) appraisal team also conducted E&S background researches for Camel operation history and related contextual risks. The E&S team visited Camel Group headquarter in Xiangyang, Hubei Province, and undertook field visits to its main battery assembling plant in Xiangyang, Hubei Province, existing Chukai recycling plant in Hubei Province, Jinyang’s recycling plants in Gucheng, Hubei Province and Fengcheng, Jiangxi Province during August 28 – 31, 2018. The E&S team also held meetings with the corporate management teams and interviewed employees at various plants. Documents related to production, products, corporate EHS policies and procedures, corporate EHS management system, the corporate human resources (HR) policy, stakeholder engagement, security management etc. were reviewed and discussed during the appraisal.
