Project Description

 Ferrum S.A. de Cerámica y Metalurgia (“Ferrum” or the “company”), https://www.ferrum.com/  is Argentina's largest producer of ceramic sanitary ware. The company mostly supplies the local construction market, and exports about 5% of its sales. Ferrum has two processing plants, located in Pilar and Avellaneda, both in Buenos Aires Province, and a Medium-density fiberboard  (MDF) panels facility in Santa Fe province. 

The Pilar plant is fully dedicated to mass production of relatively low-value added products; and the Avellaneda plant produces sanitary ware and acrylic bathtubs; and acts as Ferrum's main distribution center. Key processes in both plants include preparation of raw materials by mixing and grinding, mold preparation, casting, shaping, drying, glazing, firing, product finishing and storage. The process is labor intensive and there is a workplan to upgrade the processes and enhance efficiency.

The proposed investment comprises an A loan of up to USD16 million from IFC's own account to Ferrum to support the company's investment program to be implemented during the next two years. The large parts of the investments will take place in the Pilar plant, including expansion and upgrade of machinery. In addition, some productivity investments in Avellaneda plant will be part of the investment plan (the “project”).

Overview of IFC's Scope of Review

 IFC’s environmental and social (E&S) review of this investment included assessment of the company’s environmental, health and safety (EHS) and social management capacity and performance vis-a-vis the requirements of IFC’s Performance Standards (PS), including the company’s E&S management system’s policies and procedures.

 

IFC’s E&S review included visits to Ferrum’s corporate offices in Avellaneda, Buenos Aires; and site visits to the Pilar and Avellaneda plants in May 2018. IFC had interviews with senior management, the operations director, Ferrum’s environmental and safety coordinator and the corporate level EHS manager, the Human Resources (HR) manager and representatives from the main raw materials suppliers (clay, gypsum, quartz). The E&S review is focused on the ceramics production operations (not the MDF operations) given that the project is linked only to this activity.

 

The appraisal was based on the responses to IFC’s E&S questionnaire and the review of technical documents provided at each site, such as operational permits; internal and external EHS monitoring reports for air emissions, effluents and occupational exposure; HR policies and procedures; resource efficiency plans (water, energy); emergency response plans; occupational health and safety (OHS) programs; procurement (supply chain) policies and procedures; and corporate social responsibility (CSR) activities.
