Agrotec S.A. (“Agrotec” or “the Company”), a wholly owned subsidiary of Agrihold Corp. (“Agrihold”
or “the Group”), provides agrochemicals, fertilizers, seeds, technical support, and financing (in the form
of credit sales) to farmers and cooperatives in Paraguay. The Group also has subsidiaries operating in
Paraguay, Uruguay and Brazil. Agrotec comprises 72% of the Group’s assets and 78% of its sales. Agrotec serves approximately 800 farmers and cooperatives in Paraguay. Agrotec operates 12 Regional Distribution Centers as well as its headquarter in Ciudad del Este, in eastern Paraguay. The regional distribution centers are strategically located near major agricultural regions in Paraguay to facilitate rapid delivery of inputs and efficient customer service to its clients.
The agribusiness sector is the main driver of the Paraguayan economy, benefiting from the country’s
availability of fertile land and water resources, and from favorable climate conditions. The proposed project will support the operations of Agrotec with the provision of working capital finance. The project will increase access to working capital finance for farmers in Paraguay, who will also benefit from Agrotec’s commercialization services and technical expertise.
The proposed project represents the third investment from IFC in Agrotec. The first one was executed in 2010, and included a short-term working facility, renewable every year up to four times, for an annual amount of US$ 15m. The same structure was replicated in 2014, but increasing the exposure to US$25m. This time, Agotec is seeking a US$25m line and including a long-term component to cover permanent working capital needs and have a more efficient use of the facility.
The appraisal of this project consisted of the review of information provided by Agrotec regarding assessment and management of environmental aspects, occupational health and safety (OHS), human resources, community engagement and social communication. The scope of IFC’s appraisal included first-hand observations and data collection through a 3-day site visit to Agrotec’s headquarter office in Ciudad del Este, a distribution center and a large cooperative. The site visit was conducted from March 5-7, 2018. IFC’s review also included an assessment of the company’s management capacity to monitor compliance of its existing operations with IFC’s Performance Standards (PSs), the World Bank Group (WBG) General EHS Guidelines, and Paraguay’s regulatory requirements.
Since Agrotec is an existing IFC’s client, E&S specialists conduct annual supervision visits to evaluate E&S performance and review the company’s annual monitoring reports (AMR). Through these supervision activities, IFC has documented continuous improvement of Agrotec’s E&S performance. The company has implemented all actions in the previous Environmental and Social Action Plan (ESAP). Based on the implementation of key actions, Agrotec’s E&S performance has been rated as satisfactory.
IFC’s appraisal also included a gap analysis of the project’s E&S performance considering IFC requirements. Where necessary, corrective measures, intended to close identified gaps were developed and are summarized in the paragraphs that follow and specified in an ESAP. Through implementation of these measures, the Project is expected to operate in accordance with the Performance Standards.
