IFC is considering a proposed loan of up to EUR 12.5 million to the city of Mariupol, Ukraine (“Mariupol” or the “City”) to finance the (i) procurement of about 64 modern large capacity buses and the bus maintenance tools and equipment; (ii) reconstruction of the depot with maintenance and repair workshop and (iii) expansion of the traffic planning and management system of the dispatch center. In parallel, IFC, through its advisory services, will support the City’s efforts to develop a sustainable urban transport system, including fleet planning, urban transport modeling and planning, and E&S risk management. The combination of this proposed investment and comprehensive advisory engagement will build the capacity of the City in terms of project preparation, procurement, institutional and regulatory reform on public transport system, assessment of technological options, efficiency measures to improve financial sustainability and reduce subsidy, transport modeling, and implementation of a traffic management system to optimize routes and bus utilization.
Mariupol is a city of regional significance with 450,000 inhabitants and a major port in South-Eastern Ukraine. The City Council will be the borrower and the municipal company Mariupol Tram and Trolleybus Unit (“MTTU”), the City’s public transportation company, will be the implementation agency. MTTU currently operates 49 trolleybuses, 53 buses and 74 trams, many are beyond maximum useful service life. The new bus fleet will be used to replace some old buses and double MTTU bus fleet. European Bank of Reconstruction and Development (EBRD) is considering lending for renewal of MTTU electric transport fleet and related infrastructure
Given the specific component of this proposed investment, IFC’s environmental and social (“E&S”) review focused on MTTU’s Environmental and Social Management System (ESMS) for their bus operation, maintenance and disposal. As part of the review, IFC team met with senior staff responsible for project finance, corporate Health, Safety and Environment (“HSE”) and corporate Human Resources (“HR”) at MTTU head office during the week of April 9th, 2018. Meetings were also held with depot management and technical teams on site. IFC E&S specialist visited the main trunk bus lines, bus transfer stations, the depot with bus parking area, maintenance areas and workshops as well as worker’s dining hall. Meetings were held with the municipal labor bureau representatives regarding human resource planning, recruitment, term of employment and working conditions.
IFC’s E&S review also consisted of appraising E&S information submitted by the MTTU, including management plans for the project, and gaps between these plans and IFC requirements.
