Prumo Logística S.A. (Prumo), BP Global Investments PLC (BP), and Siemens AG (Siemens) are the sponsors of the Gas Natural Açu (GNA) project, a greenfield gas-fired combined cycle thermal power plant located at the Porto do Açu, a brownfield port and industrial complex located in São João da Barra, on the northern coast of the state of Rio de Janeiro, Brazil.
The project consists of a 1,298 MW gas-fired combined-cycle power plant using three Siemens SFT6-8000 H gas turbines with corresponding Heat Recovery Steam Generators (HRSG) and one Siemens SST6-5000 steam turbine. The plant is designed to operate as a peaking facility, with a 30% expected utilization factor and a planned annual 3,472 GWh. It will be connected to the grid via a 52-km double circuit 345-kV transmission line between the Porto do Açu and the Campos dos Goytacazes substation and will provide electricity to the National Interconnected System (SIN, its Portuguese acronym).
The project includes a liquefied natural gas (LNG) marine import terminal to be built on the north pier of the Porto do Açu, with a fully dedicated chartered Floating Storage and Regasification Unit (FSRU) of up to 21 million m 3 /day capacity, ship-to-ship LNG transfer systems from LNG carriers to the FSRU to be offloaded by fixed unloading arms, and a 12-inch diameter high pressure natural gas pipeline to transfer the regasified LNG from the FSRU to the plant. Seawater cooling towers will be used for the condenser cooling. The water intake and cooling water discharge will be located offshore at opposite sides of the north pier.
The plant will be located approximately 1,600 m from the north pier and will be constructed on a 400,000 m 2 site in the Porto do Açu. The project is potentially the first of four gas-fired power plants to be developed by GNA at the Porto do Açu, which has a preliminary license of 6,400 MW generating capacity.
The transmission line (T-Line) will have a 60-m wide right-of-way (ROW) and 123 towers that have already been built and installed. The line will cross the municipalities of São João da Barra and Campos dos Goytacazes where the SIN connecting substation is located.
GNA will have a long-term fuel supply agreement with BP, and has also acquired a 23-year power purchase agreement from Bolognesi Group with 36 distribution companies in Brazil beginning in January 2021. The project will enter into a charter agreement for the FSRU. The project is anticipated to have a fully-wrapped, turn-key engineering, procurement, and construction (EPC) contract with a Siemens-Andrade Gutierrez consortium for the plant and T-Line. Operation and maintenance services will be provided by Siemens under a long-term service agreement.
IFC’s environmental and social (E&S) review of this project consisted of appraising technical, environmental, health, safety and social information submitted by GNA and its consultants. The IFC scope of review during GNA’s appraisal included the environmental and social impact assessments (ESIAs) for the marine, plant and T-Line, E&S field studies and monitoring reports, supplemental studies developed by GNA on biodiversity, land and easement acquisition, and cumulative impact assessment, mathematical models (e.g., noise, air dispersion, thermal discharge, quantitative risk analyses), occupational health and safety and E&S management plans, marine traffic safety, existing security management practices, and ongoing and planned stakeholder engagement activities.
IFC’s E&S specialists conducted a field visit from December 11 to 15 of 2017. The visit included the plant site, the marine terminal, selected areas of the T-Line ROW, the Port’s substation where GNA’s switch gear will be constructed, and different areas of the Port, including the north and south piers, the navigation channel and the Caruara Reserve, which is a natural heritage private reserve (RPPN, its Portuguese acronym) administrated by Prumo. In addition, Environmental Resources Management (ERM) was retained to serve as independent environmental and social consultant for the lenders.
IFC’s appraisal included technical meetings with GNA and Prumo, interviews with fishermen, stakeholders and project affected people, security personnel, and contractors working at the Port. The team visited key biodiversity areas, including the shoreline and beach areas where encounters with marine turtles of significant biodiversity value are reported, and to “Restingas”, which are Atlantic coastline sand bars and shoals covered with native vegetation.
Construction is scheduled to commence by the end of March 2017
