Solenergi Power Private Limited (SPPL) has won, through international competitive bidding, a 250MW solar power project (“the project”) within the 750MWac Rewa Ultra Mega Solar Park (solar park) in the Rewa district of Madhya Pradesh, India. The solar park is being developed by Rewa Ultra Mega Solar Limited (RUMSL), via a transaction advised on by IFC’s Public Private Partnership team. RUMSL is a joint venture company promoted by Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) – a Madhya Pradesh State Government agency and the Solar Energy Corporation of India (SECI) - a Government of India controlled parastatal.
The solar park is equally divided into 3 units, each of which will have a 250 MW solar power plant. SPPL won project development rights for Unit III of the park. The solar park is proposed on 1500 hectares (ha) of land purchased by RUMSL across five villages, namely, Badwar, Barsaita Desh, Barsaita Pahad, Etar Pahad and Ramnagar Pahad under Gurh Tehsil in Rewa District. The entire solar park site lies on plateau lands which form part of the larger Vindhyan plateau. The entire solar park site is devoid of vegetation cover and covered with rocky sandstone and minimal topsoil. The solar park is drained by two natural drainage channels that traverse the site diagonally from north east to south west. Though the solar park land is spread across five villages, no residential settlements or hamlets of these villages are located close to the solar park boundary. The nearest residential settlement is few kilometers away from the park boundary. The entire perimeter of the project site will be fenced to a height of around 6 feet and entry to the project site will be regulated.
SPPL has incorporated a special purpose vehicle – M/s Arinsun Clean Energy Private Limited (the “company” / “SPV”) for project ownership. During the project execution, the SPV will enter into a turnkey EPC contract to execute the construction of the project as well as undertake Operations & Maintenance (O&M).
IFC’s appraisal consisted of consultations with the company’s senior management team on 2 nd June, 2017, and a site appraisal visit held on 31 st May and 1 st June 2017. A review of the E&S risks and impacts associated with the project including ESIA process approach and available environmental and social (E&S) information/ documents for the project was undertaken. This included review of: 1) Environment and Social Baseline study prepared by 3rd party consultant (Royal Haskoning DHV) for RUMSL in April 2015; 2) Solar park level environmental and social impact assessment (ESIA) prepared by 3 rd party consultants (AECOM India) for RUMSL in May 2016 and 3) Preliminary E&S due diligence study (by Arcadis India) commissioned by the company in September 2016 prior to the project bidding process. IFC also appraised the existing environment, health, safety and social management systems (ESMS) in place at the company. Among the senior management, consultations were held with departmental heads of bidding and regulatory, project finance, project construction management, operations & maintenance and business development regarding the general management practices and procedures followed by the company and specific proposals formulated for implementing the solar project at Rewa. During the site visit, IFC discussed the E&S risks and impacts associated with the project with: head of operation & maintenance department and construction managers of the company; Executive Engineer of RUMSL in Rewa district and local community members at village Barsaita (35% of solar park lands purchased belong to this village).
ACTIS Energy is a global client for IFC including a recently invested wind power project developed and promoted by Ostro Energy Private Limited – a subsidiary company of ACTIS Energy funds in the State of Andhra Pradesh in India, namely Ostro Andhra Wind Private Limited # 37086, which was disclosed on February 5, 2016. The project was board approved in April 2016 and currently has a satisfactory environmental and social supervision rating.
