The Sanctum Inle Resort Co., Ltd. (“SIR” or the “company”), a Myanmar-based company, built, and in January 2016 started operating the Sanctum Inle Resort (the “hotel”), a 97-room 5-star boutique hotel at Inle Lake, which is a major tourist location in Shan State, Myanmar. The hotel has a built floor area of about 135,000 square feet, on a 22.35-acre site, and comprises one, two and three story buildings, including a swimming pool and spa facilities. The back of house includes the kitchen for the restaurant and one for the staff canteen, a laundry and mechanical room, and two staff dormitory buildings. IFC is considering a loan of up to US$6 million to support the project’s ongoing operations and optimize its balance sheet (which does not involve any construction activities as the hotel has been operating since April 2016).
The scope of IFC’s review of this investment included assessing the company’s capacity to oversee and monitor compliance of the hotel’s operations with IFC’s Performance Standards (PS) as well as national environmental and social (E&S), and occupational health and safety (OHS) regulatory requirements. The review relied on documents made available by the company (e.g. Employee handbook; Initial Environmental Examination report prepared by external consultants) and interviews conducted by IFC of company representatives (e.g. General Manager; Chief Engineer) and staff during a visit to the hotel in April 2017.
In 2017, IFC finalized its investment in another project, the Amata Hotels project (IFC project no. 37848) which included the expansion of the Amata Garden Resort Inle. As part of its appraisal of that project, IFC reviewed publicly available studies and master plans related to tourism development at Inle Lake, and also met with local stakeholders including a number of environmental and biodiversity conservation NGOs active in the Inle area. IFC’s review of this project referenced findings and contextual information from the Amata project.
