Environmental and Social Assessment and Management System, Policy, Identification of Risks and Impacts
and Management Programs
The City of Bogota has environmental and social policies that apply to both IDU and TRANSMILENIO S.A.,
and which are generally consistent with IFC’s Performance Standards (PSs). The environmental policies are
available through the website of the District Secretariat of Environment at

Both IDU and TRANSMILENIO S.A. have an Integrated Management System (“IMS”) in place for managing,
monitoring and evaluation of the environmental, occupational health and safety, and social performance of their
activities. The IMS includes processes and procedures for quality control, accountability, inspections and
monitoring, reporting, and management review.
IDU’s social management policy is described in the Plan for Social Management and Citizen Participation

ana.pdf) which includes provision for social risks and impacts management and public participation during the
development of feasibility studies, project design, pre-construction, construction, and maintenance of urban
infrastructure. IDU subscribes to the United Nations Global Compact and its principles in the areas of human
rights, labor, environment, and anti-corruption.
For environmental, health and security (EHS) matters, the Environmental and OHS Control and Monitoring
Manual (Manual Único de Control y Seguimiento Ambiental y de SST del IDU) functions as a management
tool for all parties involved in project development (IDU, Interventoría and contractors) and provides guidance
on the EHS requirements for every stage of the project cycle.
As part of the City’s policies and as reflected in the IMS of TRANSMILENIO S.A. and IDU, there is a
requirement for environmental assessments (according to the Manejo Ambiental de la Obra – MAO) and social
assessments to be undertaken, with the assistance of external experts and interventorias, in the development of
new projects, depending on the size and complexity of the project. Based on the results of the environmental
and social impact assessments, project-specific management plans are developed, specifying environmental and
social management measures for all project phases.
IDU has undertaken basic concept studies of the Caracas Sur Busway project since the early 2000s. In 2016, a
detailed feasibility study was commissioned for the project, which includes the development of E&S studies and
recommendations for the management of the project risks and impacts. The final E&S studies have been
completed in September 2018 and approved by IDU and will subsidize the obtaining of the required permits and
approvals from the relevant authorities, including the Ministry of Environment and Sustainable Development.
In line with Colombian environmental permitting requirements, the E&S studies contain an evaluation of
potential risks and impacts and descriptions of mitigation measures for construction and operations, including
resource consumption, waste management, noise, vibration, impacts on flora and fauna, land acquisition,
management of effluents, emergency preparedness and response.
Based on the results of the environmental and social impact assessments, E&S consultants commissioned by
IDU will prepare project-specific environmental management plans (Manejo Ambiental de la Obra or “MAO”),
which specify mitigation measures for all project phases. IDU will require the construction consortium to
implement the PMA during construction and to have E&S supervisors to ensure compliance with PMA’s
requirements. Contractors will have vegetation management specialists to implement the revegetation program,
as required by IDU. In compliance with the Colombian legislation, Interventoría will verify compliance on site
on a daily basis and will report performance to IDU on weekly and monthly basis.
The construction consortium will be required to conduct environmental and occupational health and safety risk
analyses for the construction phase and develop a construction phase management plan to comply with the PMA,
and including the definition of specific mitigation measures, program for inspections and monitoring, and near
miss and incident reporting.
Although the socioeconomic baseline described the first section of the Caracas Sur Busway (Molinos Station to
Portal Usme) mainly as an institutional zone (due to the predominance of institutions such as the municipal
prison and the artillery school), the socioeconomic studies recently carried out by Consorcio Troncal Caracas in May 2018 have identified a risk of temporary impacts to residents and businesses in the project direct area of
influence associated with effects on mobility and access during the construction phase of the project. As per the
ESAP #1, Bogota Distrito Capital will ensure that IDU develop a socioeconomic baseline of the businesses
(formal and informal) located along the project route (Molinos Station to Portal Usme), which will include, at a
minimum (i) the number and profile of businesses in the project direct area of influence; and (ii) a baseline of
average income over the last year (at a minimum) of businesses in the project direct area of influence. The
baseline study will be instrumental to the definition of the appropriate engagement and mitigation measures
needed before, during and after construction. As per ESAP #2, Bogota Distrito Capital will ensure that IDU
monitor and assess potential impacts on local businesses during the construction phase of the project. If residual
impacts associated with temporary loss of income are identified which are not mitigated by the implementation
of planned mitigation measures during construction, Bogota Distrito Capital will ensure that IDU implement
inter-institutional measures, including various forms of compensation mechanisms as appropriate which will be
defined in consultation with affected people.
Once construction is finalized, TRANSMILENIO S.A. will be responsible for the operation and maintenance
of the busway and its stations. The company’s IMS, which will incorporate the management of the Caracas Sur
Busway, is comprehensive and include procedures covering relevant E&S aspects, such as risk management,
social management, contractor management, emergency preparedness and response, and citizen participation.
Environmental aspects will be managed through the company’s environmental management plan (Plan
Institucional de Gestión Ambiental or “PIGA”), which covers aspects such as control and monitoring of noise
and air emissions, energy efficiency, waste management, water use and wastewater quality.
Part of the sidelines of Caracas Sur are green areas planted with trees and bushes, which will be affected by the
project. IDU is planning to relocate five of these trees to a designated area under the control of its Parks and
Gardens Department. At the end of the construction, approximately 500 trees will be planted on available areas
along the avenue.
Organizational Capacity and Competency
As discussed above, IDU has overall responsibility for the construction of the project including the management
of the consortium. At the institutional level, responsibilities for EHS and social performance are shared across
a number of management areas, including the environmental, land acquisition, and citizen services departments.
The environmental department has a staff of 65 and is responsible for environmental impact assessment,
obtaining relevant project permits and monitoring contractor’s compliance. The social department (or citizen
services) has a staff of 72 and is responsible for management of social aspects associated with project
development and implementation, including stakeholder engagement and grievance mechanism. The land
acquisition department of IDU has a team of 356 dedicated staff. As part of IDU’s standard contract templates,
the consortium responsible for construction will be required to assign an EHS and social team composed by
environmental technicians, community liaison officers and safety supervisors.
TRANSMILENIO S.A. has a dedicated EHS and social team which liaises with IDU during project construction
and will manage and supervise the E&S aspects and compliance of the project operations. As per the ESAP #3,
Bogota Distrito Capital will designate a senior official at IDU and at TRANSMILENIO S.A. with overall
responsibility for ensuring and reporting on compliance with IFC Performance Standards and implementation
of the agreed ESAP, in addition to the national requirements.
Both IDU and TRANSMILENIO S.A. have an E&S induction program for new employees, which includes
labor rights and working conditions. As part of their standard training program, specific guidance is provided to
contractors’ personnel on how to interact with affected communities including vulnerable or disadvantaged
individuals or groups
Emergency Preparedness and Response
As per standard contractual requirements, construction consortium will be required to have an emergency
preparedness and response plan including construction site evacuation, fire and medical emergencies. The plan
must include a communication protocol with the local authorities.
TRANSMILENIO S.A. has an emergency preparedness and response plan for operations including mass-transit
system evacuation procedures, life and fire safety, and medical emergencies. Evacuation routes and emergency
equipment are clearly marked at the existing bus stations and there are alarm and announcement systems.
Monitoring and Review
It is a requirement by the Municipality of Bogota that independent consultants (Interventorías) are contracted to
supervise the implementation of municipal projects to increase accountability and transparency. For each project
the municipality establishes a monitoring committee, including social and environmental subcommittees, with
the participation of representatives of IDU, contractors, and the Interventoría. TRANSMILENIO S.A., as a
municipal corporation, is also required by the municipal regulations to engage independent consultants to
monitor and supervise the implementation of service contracts and concessions, and will contract an independent
consultant for the supervision of the operation phase of the busway.
Consortium contractors and construction supervisors (Interventorías) are required to conduct daily toolbox talks
with the construction workers and site inspections. Inspections focus on safety of the access roads, fencing,
personal protective equipment use, behavioral safety, excavation, heavy-duty vehicles, minimization of nuisance
to the residents, and community safety. The consortium is also required to carry out a monitoring program
covering elements such as waste management, effluent management, fuel, energy and water consumption,
incidents and near misses, and training hours. E&S performance will be reported on a monthly basis to IDU’s
management.
TRANSMILENIO S.A. has a monitoring and reporting system for its operations which includes incidents (both
employees, contractors, third parties and passengers), energy and water consumptions. E&S performance is
reported monthly to Bogota Distrito Capital`s senior management.
