Project Description

EyeQ is a private company co-founded by Rajat Goel and Dr. Ajay Sharma in 2007. Other shareholders (private equity investors) include SONG Investment Company, Helion Venture Partners and Nexus Venture Partners. Headquartered in Gurgaon, India, EyeQ operates a chain of 28 specialty eye care centers located in commercially leased properties, spread across 19 cities in Uttar Pradesh, Haryana, Uttarakhand, Gujarat and Delhi. The company’s network of eye care centers will continue to be on commercially leased space. The company’s eye care centers typically have a small facilities footprint which includes patient receiving and waiting areas, consultation rooms and other purpose built rooms. Some facilities may include surgical areas, and a few may have limited convenience facilities for patients from out of town for overnight stays. EyeQ offers several eye care services including surgeries / treatment for cataract, cornea and refractive, glaucoma and retina, in addition to Lasik. The proposed investment consist of up to INR 340 million in equity for a minority stake in Eye-Q Vision Private Limited (“EyeQ” or “the Company”) in order to finance the expansion of the company’s eye care services network in India.

Overview of IFC's Scope of Review

The scope of review of EyeQ'' potential to comply with IFC’s Performance Standards included assessment of the management capacity to provide adequate oversight of environmental, social, health and safety performance in relation to IFC Performance Standards, regulatory requirements and relevant aspects of applicable World Bank Group’s Environmental Health and Safety guidelines. The review relied on documents and reports made available by the company, IFC technical expert’s assessment and interviews conducted by IFC staff during their site visits in September 2014. The IFC team visited a number of eye care facilities operated by EyeQ in Delhi, Gurgaon and Lucknow, India. IFC conducted interviews with key management personnel, operational and human resources staff.

IFC’s appraisal considered environmental and social management plans for the project and gaps if any between these plans and IFC requirements. Corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP the project is expected to be designed and operated in accordance with Performance Standards objectives.
