Project Description

Beijing Enterprises Water Group (“BEWG” or the “Company”) develops, designs, builds, owns and operates water infrastructure, with a focus on municipal waste water treatment, water supply and river restoration. BEWG is the largest Chinese water company, with 326 plants and a total installed [water and wastewater] treatment capacity exceeding 20 million ton per day (“tpd”) as of December 31, 2014.

The Project is to support BEWG for the development of 8 wastewater treatment projects and 4 water treatment projects in China by providing long-term debt financing (A loan + B loan + MCPP loan), which will help increase treatment standards in 12 municipalities across 9 provinces, 7 out of which are frontier regions as follows:

Wastewater Treatment Projects (WWTP): Daqing Build-Operate-Transfer (BOT) - Daqing, Heilongjiang; Anshan BOT - Anshan, Liaoning; Fuxin BOT - Fuxin, Liaoning; Haiyang BOT - Yantai, Shandong; Jinxia Upgrade BOT- Changsha, Hunan; Ningjin Phase III BOT - Dezhou, Shandong; Lanshan Phase II BOT - Rizhao, Shandong; Yanliang Phase II BOT - Xi'an, Shaanxi.

Water Supply Projects (WSP): Kaili BOT - Kaili, Guizhou; Yining BOT - Yining, Xinjiang; Jiyuan BOT - Jiaozuo, Henan; Nangong BOT - Xingtai, Hebei.

The total project cost is estimated at about US$318 million, of which up to US$208 million will be financed by long term loans including up to US$51 million for IFC’s own account. Up to US$39 million will be from IFC acting in its capacity as implementing entity for the Managed Co-Lending Portfolio Program. Up to US$145 million equivalent would be financed by commercial banks and other Developmental Financial Institution(s).

Overview of IFC's Scope of Review

The scope of review of BEWG's potential to comply with IFC’s Performance Standards included assessment of the management capacity of the company to continue to provide adequate oversight of environmental, social, health and safety performance in relation to IFC Performance Standards, regulatory requirements and relevant aspects of applicable Environmental Health and Safety guidelines. The review relied on documents and reports made available by BEWG, IFC technical expert’s assessment and interviews conducted by IFC staff during their site visits in November, 2014. IFC visited a representative set of the Client’s operations including Changsha in Hunan province, Ninjin, Dezhou in Shandong province, and Jingzhou in Liaoning province; and had interviews with key management personnel, operational managers and staff and human resources of the company.

IFC’s appraisal considered environmental and social management plans for the project and gaps if any between these plans and IFC requirements. Corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and will be addressed as part of the company’s environmental and social management plan. Through implementation of these management plans, the project is expected to be designed and operated in accordance with IFC Performance Standards objectives.
