Project Description

Tbilvino is a Georgian wine producer / exporter which was established as a state owned company and privatized in 1995. Tbilvino is an existing IFC client and the Company produces over 40 different types of red and white wine.
Previous investment was to improve product quality and safety standards and strengthen internal control processes through each link of the supply chain by developing grape collecting and crushing facilities which were rented before the project implementation and to increase capacity of wine holding refrigeration tanks. - hyperlink-
ifcext.ifc.org/ifcext/spiwebsite1.nsf/ProjectDisplay/SPI_DP30992). Tbilvino is committing an additional US$6.8 mn investment program in 2014-16 of which US$2.0 mn will be financed by IFC’s A loan. The scope of this new project encompass: (i) developing its own vineyards (around 300 ha) to ensure grape supply and hedge grape price fluctuation risk; (ii) providing working capital to procure grape from farmers for 2014 harvest season and (iii) financing the Company’s other capital expenditures. The Company expects to undertake the first harvest in its vineyard within 4-5 years and estimates that it will produce around 30-35% of its grape requirements.

Overview of IFC's Scope of Review

IFC’s environmental, occupational health and safety and social review consisted of appraising Tbilvino’s vineyards located in Khaketi, proposed agricultural lands planned for the vineyard expansion, and the two plants based in Tbilisi and Kvareli (in the Khaketi region), Georgia in April, 2014. During the visit, interviews were held with the Company representatives, including Chief Engineer, Logistics Quality Environmental Health and Safety Manager, Laboratory Head, Wine makers, Quatra’s (Environmental Consultant Company) Representative. Since IFC’s initial investment (#30992), Tbilvino has been supervised by IFC E&S specialist, most recently in September 2013. Tbilvino’s EHS performance against the E&S actions agreed upon for the first investment was considered as satisfactory. All of the action items in ESAP of the first investment were completed except the distribution of the chemical MSDSs to the farmers, updating the list of supplier farmers in consideration of EHS performance and monitoring of air emissions. The completed actions included certification of management systems in operations of Tbilisi and Khaketi facilities and establish these into integrated management system. HR Policy is updated so as to include relevant provisions in compliance with IFC’s PS2 requirements. A number of OHS improvement actions have been completed. As per requirements of the ESAP, workers representative elections have been started and suggestion boxes were installed for workers to express their grievances. Social facilities and fire equipment were improved in the Tbilisi facilities. A wastewater treatment plant has been established in Khaketi for treatment of effluents from operations at Kvareli. Effluent discharge quality in Tbilisi and Khaketi facilities have been monitored and reported to IFC. In addition of the supervision visit findings, the following key documents were reviewed during this appraisal: environmental impact assessment for the plants, integrated EHS management system procedures manual, HACCP (Hazard Analysis & Critical Control Points) plan, training documents, employment data, and energy and water consumption data.

IFC’s appraisal considered environmental and social management plans for the Project and gaps, if any between these plans and IFC requirements. Where necessary, corrective measures intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP, the Project is expected to be designed and operated in accordance with IFC’s Performance Standards (PSs) objectives.
