Project Description

Azure Clean Energy Private Limited is a special purpose vehicle (SPV) of Azure Power India Private Limited, an independent power producer which builds, owns and operates small and medium-scale solar power plants in India. Currently, it has installed capacity of 56 MW of solar projects across Punjab (2MW), Rajasthan (40 MW) and Gujarat (10 MW). Azure also provides EPC and O&M services for all its plants (both under construction and operational).

The company plans to set up a 40 MW solar photovoltaic (PV) plant (the “project”) in Nandiya Kalan & Hardhani villages in Baori Tehsil of Jodhpur district in the state of Rajasthan, India. The site is located approximately 55 km from Jodhpur town and nearly 2 km from the nearest villages (Hardhani and Nandiya Kalan). The site setting is rural and the proposed project is the first solar plant that will be developed in the area. Azure has plans to develop another 60 MW capacity solar PV plant in the same area.

The direct current (DC) power from the solar panels will be sent to an inverter to convert the DC power into alternate current (AC) power which will be locally pooled before being fed into the utility power grid system. The power generated from the proposed solar power plant shall be evacuated through a 132 kv transmission line to Bhawad sub-station of Rajasthan Vidyut Vitran Nigam Limited (RVPNL) located approximately 23 km from the project site. The company has signed a Power Purchase Agreement (PPA) with Solar Energy Corporation of India (“SECI”) for 25 years. The total project cost is estimated at $45.8 million with a proposed IFC loan of approximately $14.3 million for IFC’s own account. The construction phase is expected to start in September 2014 and expected to last for 4-6 months. The project is planned for commissioning by the end of April 2015.

The project site area is located in revenue/state land belonging to Nandiya Kalan & Hardhani villages in Baori Tehsils of the Jodhpur district. The total land area required for the project is around 140 hectares spread over two contiguous land parcels separated by a public road and includes land for an access road, internal lines, an office/administrative building and a maintenance area. Construction worker camp (1) will be located within the project site area. The proposed route of the transmission line passes through four villages namely Anwana, Kelawa, Khari and Bhawad and involves a mix of revenue/state and private land

Overview of IFC's Scope of Review

IFC’s appraisal of Azure Clean Energy Private Limited (the “company”) builds upon the appraisal and supervision of IFC’s previous investment in Azure Power India Private Limited (“Azure” or the “Sponsor”) in November, 2009 (IFC project #28631, #29510). Azure reports to IFC regarding the ongoing management of its environmental and social performance, which has been satisfactory.

Accordingly, IFC’s review of the project consisted of appraising environmental and social information made available by the company including a) the draft Environment and Social Impact Assessment Study (ESIA) report dated August 2014 prepared by Senes India Pvt. Ltd. b) Corporate Social, Environment and Health & Safety Management System (SEHSMS) of Azure applicable to all projects and subsidiary companies (including the company) and c) Human Resource (HR) policies and procedures. IFC’s appraisal also focused on assessing the effectiveness and performance of environment, health, safety and social management systems in place at Azure. The appraisal involved site visits to the project site locations, pooling substation and the proposed route of the transmission lines for the evacuation of power on 5th & 6th August 2014. The site visit involved meetings and discussions with the sponsor’s local representative at the site, the project manager, contractor representative in-charge of routing of the transmission line and select community members.

IFC’s appraisal considered environmental and social management plans for the project and gaps if any between these plans and IFC requirements. Where necessary, corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP the project is expected to be designed and operated in accordance with Performance Standards objectives.
