Project Description

The proposed investment is a loan to the Metropolitan Municipality of Izmir (IMM) to purchase 85 metro vehicles in addition to the existing 77 railcars, to support the increasing ridership between transfer stations as well as the new metro stations that will soon be in service as part of the metro extension projects. At the time of the appraisal, Izmir has an operational 11.2 km metro line and an 80 km suburban rail network. A 5.5 km metro line is under construction, and 5 additional metro lines that will be added to the existing route are at a design stage. As for sea transportation, IMM has a fleet of 24 boats, and 3 ferryboats, with carrying capacity of approximately 1.2 million passengers per month. 15 additional boats will be operational over the next few years. IMM has recently expanded its Light Rail Transit (LRT) system (called as “Izmir Metro”) through addition of 3 stations and 3.9 kilometers (km) of rail network. The addition of new rail lines to the LRT system and increasing demand of citizens results in a need for additional vehicles.

Izmir Metro A.S. operates the Izmir Metro for which the railcars will be purchased. Izmir Metro A.S. was established in 2000 by Metropolitan Municipality of Izmir to provide railway operation services. The workshop which is used for maintenance will be expanded to accommodate the larger fleet. An underground warehouse will be constructed which will be used for the storage of railcars. The existing LRT system currently serves around 250,000 passengers per day (approximately 60 million per year) with 77 vehicles which make 5796 km road per day. With the completion of the 3 new stations, the length of the system has become 19 km with 17 stations. There are 11 underground stations (Evka-3, Ege University, Basmane, Cankaya, Konak, Ucyol, Izmirspor, Hatay, Goztepe, Poligon, Fahrettin Altay) and 6 aboveground stations (Hilal, Halkapınar, Stadyum, Sanayi, Bölge, Bornova). Elevations of underground stations vary from -10 m and -30 m below the ground depending on land conditions. The station platforms in Izmir Metro system have a length of 125 m and which is suitable for the operation of maximum 5 railcars. The metro service starts at 6 a.m. and lasts for 18 hours until 12 a.m. The maintenance activities at the stations/line are performed daily by the maintenance crew between 12:00 am - 6:00 am.
. The main components of procurement of 85 LRT vehicles are as follows:
Procurement of LRT vehicles, 17 units with quintuplet row (85 vehicles)
Procurement of limited quantities of spare parts for LRT vehicles
The timeline of the Project is expected to include the following steps;
The tender process for 85 vehicles to take 3 months. It is expected that tender process will be completed within 2014;
A period of 34 months for the manufacturing of 85 vehicles. It is expected that all LRT vehicles will be operational in late 2017 and/or early 2018.
There are currently 77 vehicles which have been procured from two different companies with driver cabinet (MD) and vehicles without driver cabinet (M).

An additional of 10 CSR vehicles have been ordered and will be delivered possibly in October 2014.
The new vehicles will be using the existing metro lines, workshops, stations as well as those that will be built in the future.
The existing maintenance workshop is located within the Metro A.S.’s headquarters building near the Halkapınar station. The workshop personnel include 2 mechanical engineers, one electrical engineer, 3 foremen and 35 technicians. The maintenance workshop included the main units and components such as cranes, spare parts warehouse, welding area, painting area (currently used as a line maintenance unit), battery charging room, paint cabin and furnace, waste storage area, diesel fueled generator for energy failures, fire pump room (2 electrical fire pumps and 1 booster pump) and fire water tank and vehicle washing station and underground wastewater storage basin.
IFC has 3 existing investments with the Metropolitan Municipality of Izmir related with traffic management and emergency response systems (category C, project number 31733), Izmir Tramway (category B, project number 34306) and with its water utility, Izsu, for the expansion of the Cigli wastewater treatment plant (category B, project number 32078). Overview of IFC's Scope of Review

The scope of review of this project included assessment of Izmir Metropolitan Municipality''s (IMM) and Metro A.S.’s (Izmir Metropolitan Municipality’s Metro Operator) environmental, health and safety and social (EHSS) management capacity and performance in relation to IFC Performance Standards (PS), national (Turkish) regulatory requirements and relevant WBG Environmental Health and Safety (EHS) Guidelines. The review relied on documents and reports made available by Izmir Metropolitan Municipality and Metro A.S. and observation and interviews by IFC staff during a site visit made in July, 2014. During the visit, Izmir Metropolitan Municipality’s and Metro A.S’s headquarters, vehicle and equipment warehouses, maintenance workshops and several metro stations were visited and meetings and interviews were held with the key staff (senior management, project management, human resources, technical, environmental, occupational health and safety, quality, public relations and customer satisfaction), and numerous relevant documents demonstrating the client’s management capacity to provide adequate oversight of its environmental, social, health and safety performance in conducting its business were discussed.

IFC’s appraisal considered environmental and social management plans for the project and gaps, if any between these plans and IFC requirements. Where necessary, corrective measures intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP, the project is expected to be designed and operated in accordance with IFC’s Performance Standards (PSs) objectives.
