Project Description

Bulmarket DM Ltd (“Bulmarket” or the “company”) is a local Bulgarian company which operates liquefied petroleum gas (“LPG”) import and distribution, railway services, port services, and multiple fuel filling stations. The company has a strategic plan to expand its LPG distribution in Bulgaria through the purchase or construction of additional LPG storage terminals, and to begin liquefied natural gas (“LNG”) distribution in Bulgaria through the construction of new LNG distribution facilities (collectively, the “Project”). The Project consists of the expansion of its LPG distribution facilities by constructing 2 more LPG terminals to increase its geographical coverage and storage capacity, the construction of LNG distribution facilities at 3 sites (1 at the new LNG distribution facility in Ruse, 2 at existing or shared LPG storage terminal sites), purchase of LNG trucks, installation of equipment at customer sites, and equipment to convert LNG to CNG at 3 of Bulmarket’s retail filling stations.

Bulmarket currently operates four LPG storage terminals, one LPG/diesel storage terminal, and eight multiple fuel filling stations. The main business activity is to provide LPG and diesel wholesale to large industry users. Besides its main fuel business, Bulmarket also operates a truck fleet, railroad locomotives/cars, and river cargo ships for fuel delivery as well as general cargo transportation. Bulmarket has its own section at Ruse Port on the Danube River for fuel delivery and limited business of general cargo loading/unloading/storage.

Overview of IFC's Scope of Review

The review of this Project consisted of appraising technical, environmental, health, safety, and social information submitted by the project sponsor, and undertaking a field visit in March 2014. The environmental and social (E&S) appraisal team visited project sites in Giurgiu, Romania, and Ruse and Byala, Bulgaria. The E&S team held meetings with the company’s management team and also interviewed employees. Documents related to environmental impact assessments (EIAs), safety impact assessments, quantitative risk assessment, production process introductions, resources consumption analysis, environmental and safety permits, environmental monitoring data, etc. were reviewed and discussed during the appraisal.

IFC’s appraisal considered environmental and social management plans for the Project and gaps if any between these plans and IFC requirements. Where necessary, corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP, the Project is expected to be designed and operated in accordance with Performance Standards objectives.
