Project Description

Airport International Group (AIG) was created in November 2007 to implement the project consisting of the rehabilitation, expansion and operation of the Queen Alia International Airport (QAIA) under a 25-year concession awarded by the Government of Jordan (GoJ). The concession required AIG to rehabilitate and operate the existing passenger terminals of the airport and related airside facilities, construct and operate a new passenger terminal, and demolish the existing terminals once the new terminal is fully operational.

AIG’s works were planned to be completed in two stages. Stage 1 was completed in June 2013 with the new terminal open for traffic from late March 2013. The current project represents an expanded Stage 2 (the Expansion), planned to be implemented over the 3-year period 2014-2016 to increase the capacity of the airport.

The project cost for the Expansion is about US$150 million, and IFC proposed contribution consists of loans of up to US$30 million for IFC’s own account. IFC will also arrange additional funding of up to US$70 million.

Overview of IFC's Scope of Review

In 2007, IFC invested in Queen Alia International Airport (QAIA) project. The project consisted of the expansion, rehabilitation and operation of the QAIA under a 25-year concession. The Environmental and Social Review Summary (ESRS) was disclosed on August 27, 2007, and could be found on IFC disclosed projects database website:

IFC has continuously supervised the environmental and social performance of the project against the mitigation measures identified in the ESRS, through review of reports submitted and supervision visits by IFC. The current environmental and social performance of the project is satisfactory as per IFC requirements.

The current project is an expansion to the existing project, and IFC’s appraisal of this project included a review of QAIA in Amman, Jordon. A visit by IFC to the site was undertaken in order to review environmental and social policies, management systems, related procedures, including that related to Occupational Health and Safety (OHS). The following sites were visited:
Existing construction activities including the demolition site of the old terminals and the construction of the fuel hydrant lines.
Hazardous substances, and solid and hazardous waste storage areas
Wastewater treatment unit
Site allocated for demolition debris storage.

Meetings were also held in QAIA premises with the Chief Financial Officer (CFO), Program Manager for New Terminal Delivery, Head of Quality Assurance Section, Project Controls Director, Corporate Communications Director, Director of Human Resources & Administration, Customer Knowledge & Compliance Section Head, Internal Audit and Compliance Manager, and Quality Manager at QAIA Engineering, Procurements and Construction (EPC) Independent Engineer – Louis Berger SAS.

Documentation reviewed during the appraisal included QAIA Environmental, Health, and Safety (EHS) Procedures, QAIA Carbon Footprint Report 2012, Noise Contour Maps, Environmental and Social Impact Assessment (ESIA) Environment Baseline Report, environmental monitoring plan and results, Integrated Management System (IMS) Manual, Airport Emergency Plan, and QAIA Wildlife Hazard Management Plan, Human Resources & Administration Policies & Procedures Manual.

IFC’s appraisal considered environmental and social management plans for the Project and gaps, if any, between these plans and IFC requirements. Where necessary, corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP the Project is expected to be designed and operated in accordance with the Performance Standards objectives.
