Project Description

The project proposes to support TransAtlantic, a Dallas (Texas, USA) based oil and gas company listed in the Toronto Stock Exchange and New York Market Stock Exchange, in its onshore development activities of current gas and oil licenses in Turkey. The company applies advanced oil and gas technologies and practices, including 3D seismic, horizontal drilling and advanced completion techniques including hydraulic fracturing, to develop and explore its onshore leases. In Turkey the company holds 24 exploration and 12 production (oil and gas) onshore licenses (some onshore license have a minor component offshore but the company in not currently or planning to carry out any activities on any offshore areas) with operations in the Thrace Basin gas fields, northeast Turkey, and several oil fields in the southeast of Turkey (Anatolia). In Bulgaria Transatlantic recently acquired a production concession for the Koynare area (gas), located on the northwest of the country. However, the company does not expect to develop this field in the near future, concentrating its efforts in Turkey.

IFC is proposing a reserve based loan of up to US $50 million aimed at supporting the company’s continuing operations in Turkey, in particular the development of existing licenses in the southeast including, but not limited to, the Şelmo, Bahar, Göksu, Molla, and Arpatepe oil fields. The development program aims at increasing current production via drilling of additional wells, work-over of existing wells, stimulation of underdeveloped wells, and a waterflood pilot program. A 3D seismic program in newly acquired licenses will provide the basis for additional drilling activities.

Overview of IFC's Scope of Review

IFC’s review of TransAtlantic Petroleum Ltd (“TransAtlantic” or “the company”) consisted of appraising technical, environmental, and social information publically available on the company website (http://www.transatlanticpetroleum.com) and additional information and documentation submitted by TransAtlantic including:

Environmental, Security, and Health and Safety organogram,
Health, Safety, Security and Environment system, and
Employee handbook.

IFC environmental and social specialists conducted a 5 day appraisal visit in January 2014. The visit was aimed at assessing the company’s operations, reviewing their environmental, health, safety and social information and understanding plans and commitments for current and future development.

Meetings were held at the company’s Istanbul and field offices with TransAtlantic senior management, TransAtlantic environmental health and safety (EHS) manager for Turkey, and key technical specialists. The meetings provided a good view of the company’s current stage of development, existing environmental and EHS practices, and future plans to complete environmental and social management programs.

Site visits, conducted in January 2014, included company’s assets in the Thrace Basin licensed gas fields (production well sites, warehouse, workshop, and processing plants) and in the southeast oil fields (production wells, product gathering stations, and the Şelmo processing center).

IFC’s appraisal considered environmental and social management plans and gaps, if any, between these plans and IFC requirements. Where necessary, corrective measures intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP the project is expected to be designed and operated in accordance with Performance Standards (PS) objectives.
