Project Description

IFC is considering a US$25 million long term corporate loan to JV LLC Nyva Pereyaslavshchyny. The loan will be used to support the Company’s FY2014-15 expansion program which includes: (i) construction of pig farms; (ii) expansion of the existing meat processing facilities; (iii) construction of grain storage facilities; (iv) refinancing of existing short and medium term local bank debt; and (vi) associated increase in the working capital (the “Project”). It is understood by IFC that the European Bank for Reconstruction and Development (EBRD) will also extend a US$30 million parallel loan for this specific project.

Overview of IFC's Scope of Review

IFC visited Nyva Pereyaslavshchyny (“Nyva” or the “Company”), a vertically integrated industrial pork producer (engaged in farming, manufacturing of feed, breeding and rearing of pigs, limited slaughtering and small scale retail distribution) headquartered at Pereyaslav-Khmelnitsiy district approximately 100km south east of Kiev, Ukraine. The company’s administrative offices, a feed mill (producing granulated feed) and meat processing plant (all co-located), 6 operational and 1 under-construction pig farms and a small concrete fabrication operation (where walls and floors for the pig farms are made) were visited by IFC in April 2014. Interviews were held with senior management responsible for financial, environmental, occupational health and safety, human resources, crop production and food safety/meat processing activities. Documents reviewed included example Environmental Impact Assessments, operating permits and licenses, human resources procedures and records, regulatory audit reports (e.g. fire safety, human resources), monitoring and measurement data (e.g. air emissions and effluent quality) and certifications to international management systems (e.g. ISO 22000) and a third party review of biosecurity measures in place at the pig farms.

IFC’s appraisal considered environmental and social management plans for the Project and gaps, if any, between these plans and IFC requirements. Where necessary, corrective measures intended to close these gaps within a reasonable period of time are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP, the Project is expected to be designed and operated in accordance with Performance Standards objectives.
