Project Description

Zhengming, headquartered in Shanghai, was formed in May 2011 by organizationally restructuring and integrating the logistic business of Shanghai Zhengming Investment Group Co., Ltd (“Zhengming Group”, the “Sponsor”). Zhengming Group was founded in 1994 and got involved in the cold chain business as one of the industry pioneers. Over 15 years, Zhengming has developed from a basic refrigerated transport carrier in Shanghai into a professional supply chain solution provider specializing in integrated cold chain logistics. To strengthen and consolidate its position as well as take advantage of a growing market in China, the Company plans to expand its cold storage capacity from 30,349 to 60,000 square meters, augment its refrigerated transport facilities, and improve the IT systems (the “Project”). The Project is envisaged to be implemented over FY13 to FY16. Implementation on the Project has commenced and the Company is on track to complete the project over the scheduled time frame.

The company’s integrated cold chain or temperature-controlled logistics (“TCL”) industry services include long-haul transportation, storage, inventory management, preliminary sorting & packaging, and distribution of frozen and chilled agricultural products/foods. The Company has the capability of providing cold chain services to the entire spectrum of products with multi-temperature control requirements, including processed foods, fast foods, seafood, meat, diary, ice creams as well as fruits and vegetables. With Shanghai as its home court, the company currently has subsidiaries /branches /representatives /partners in more than 50 cities around China and 12 cold storage warehouses with total 30,349 sq. meters spread across China. Zhengming also owns and operates approximately 300 refrigerated trucks in its transportation division and has access to more than 1,000 refrigerated trucks through alliances. Besides its core cold chain business, Zhengming is also engaged in providing logistics services to the auto component and pharmaceutical sectors.

Overview of IFC's Scope of Review

The review of this Project consisted of appraising technical, environmental, health, safety, and social information submitted by Zhengming, undertaking field visit to its existing operations in Shanghai, China in March 2014 and held meetings with the Zhengming’s management team and employees. Supporting documents related to environmental impact assessments (EIAs), fire safety assessments, logistics operation process introductions, resources consumption analysis, environmental and safety permits, human resources data, etc. were reviewed and discussed during the appraisal.

IFC’s appraisal considered environmental and social management plans for the Project and gaps if any between these plans and IFC requirements. Where necessary, corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP, the Project is expected to be designed and operated in accordance with Performance Standards objectives.
