Project Description

The Mapei Group (the “Mapei” or “Company”) is a leading global producer and developer of adhesives, sealants, waterproofing agents, concrete additives and other specialty chemicals for the construction industry. The Group consists of 67 subsidiaries with 63 production facilities in 47 countries, including 25 facilities in 21 emerging market countries. As the Company continues to expand its operations in emerging markets, it has invited IFC to consider supporting its FY13-FY15 corporate capital investment programs in emerging markets, potentially including facilities in Turkey, Mexico, China, Egypt, Panama, India and Malaysia. IFC plans to invest Euro 25-50 million corporate loan to support Mapei’s expansion in emerging markets.

Mapei’s products are either powder or water/polymer based and there are a limited number of products based on organic solvents. The production includes powder and liquid product manufacturing. For powder based products, the main production process is mixing of various powders and packaging. For water/polymer or organic solvents based products, the main production process is mixing various components to produce the desired emulsions and packaging. There are small batch polymerization reactors at a few facilities to produce specialty polymers. All the reactors are dedicated to one product to minimize cleaning requirements. Vinalvil Egypt S.A.E is the only Mapei facility in an emerging market country with polymer manufacturing capacity. Besides manufacturing facilities, Mapei also owns or rents warehouses/distribution centers. Except a few large production complexes in Italy, most of Mapei’s facilities are 2 – 4 hectare in extent and supply only local markets.

Overview of IFC's Scope of Review

The review of this Project consisted of appraising technical, environmental, health, safety, (EHS) and social information submitted by the project sponsor, and undertaking a field visit in October 2013. The environmental and social (E&S) appraisal team visited Mapei’s headquarters and research and development facility in Milan, Italy and production plants in Mediglia, Italy and Ankra, Turkey. The E&S team also held meetings with the company’s management team and interviewed some employees. Documents related to production, products, corporate E&S policies and procedures, the corporate human resources (HR) policy, corporate EHS management system, etc. were reviewed and discussed during the appraisal.

IFC’s appraisal considered environmental and social management plans for the Project and gaps if any between these plans and IFC requirements. Where necessary, corrective measures intended to close these gaps within a reasonable period of time are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP the Project is expected to be designed and operated in accordance with Performance Standards objectives.
