Project Description

Headquartered in Vienna, Austria, RP Global Holding S.L. (the “Developer”, “RPG”) is a privately owned power producer, developer and investor in renewable energy projects. RPG is proposing to develop the 34.2 MW Rudine Wind Power Plant (“WPP”, “Wind Farm”) in the municipality of Dubravacko Primorje of Dubrovnik-Neretva County in Croatia. The project comprises of 12 General Electric (GE) turbines (2.85 MW each), which are connected in three circuits to the wind farm substation. This will then be connected to the 110 kV local metering point of the HEP-OPS substation (Croatian transmission system operator company HEP- Operator prijenosnog sustava d.o.o.) close to the wind farm. In addition to the wind turbines, an electrical substation, transformer station, transmission lines, service roads and underground cable connecting the wind turbines to the substation and onwards to the national grid will be constructed. The project company Vjetroelektrana Rudine d.o.o. is acting as Sponsor of the works. An extension of this project is considered for the future and is expected to include 12 additional turbines. This extension is outside the project scope and will not be financed by IFC as part of this project. This is the second project of RPG in Croatia, its first project in Croatia, Danilo WPP (43.7 MW), was financed by IFC in March 2013 and is currently in test operation.

The Rudine Wind Farm is located in the Dalmatia region in Croatia, about 25 km northwest of the city of Dubrovnik. The WPP is situated in undulating, slightly complex terrain. Location Rudine represents karst plateau south of country road Z-6228 from area Vrijesce to area Crna Glava. The full project, from northwest to southeast, is approximately 5 km across, at an attitude 280-400 m above sea level, the aerial distance between the project site and the coastline is 1.5 km. The ground at the site is mainly covered with wild grass and rocks, with some bushes.

Overview of IFC's Scope of Review

IFC review of this project consisted of appraising technical, environmental and social information made available by the Sponsor, undertaking site visit and meetings. Site visit to the project site was undertaken in October 2013. Meetings were held in the nearby town of Slano with Dubrovacko Primorje municipality representatives, representatives from the Spatial Development Department in the city of Dubrovnik, and with consultants involved in supplemental EIA development and birds and bats studies. Key documents reviewed included the Environmental Impact Assessment (EIA) prepared in 2006 for the project undertaken by TECHNO-ING; maps and plans of the site and surrounding area; the EIA Decision document issued by the Croatian Ministry of Environmental Protection, Physical Planning and Construction, which includes implementation requirements; Archeological Study report; Supplemental Environmental Impact Assessment report including a detailed Environmental Management and Monitoring Plan (EMMP) prepared for the project in November 2013.
