Project Description

Until 2011, the University operated out of a rented building in Altunizade, Istanbul. In 2010, the University embarked on a project (the Project) to build a state-of-art campus in Cekmekoy, Istanbul (the Campus). The Campus is designed by international architects, and its first phase, which was completed in summer of 2011, has received the internationally acclaimed LEED certificate granted to environmentally friendly buildings. The University has started education in the Campus in 2011-2012 academic year, in addition to its existing site in Altunizade, Istanbul.

The initial investment into the campus, which included two academic buildings, one prep school building, three student dorms, energy distribution center, student center and sports facilities, was partially financed by IFC through US$42.5 million loan facilities. The proposed project will finance the final investments in the Campus, which includes an additional academic building and two additional dorms and which will allow the university to consolidate operations under one campus. The university is in the process of obtaining LEED certification for most of its buildings upon completion.

Overview of IFC's Scope of Review

IFC’s initial review of this Project consisted of visits to the existing academic, social and technical facilities of Ozyegin University at Cekmekoy, Altunizade and Camlica and to the construction site at Cekmekoy of the on-going expansion project, all located in Istanbul.
Documentation provided by Ozyegin University about land acquisition, processing of regulatory permits and licenses, building design and construction, inspections by the authorities, quality and environmental management documentation and certifications; contractor and supplier control programs; equipment and area verification and maintenance programs; emergency management schemes, occupational health and safety; training materials and records, human resources policy were reviewed.
Interviews were held with the management team of Ozyegin University, including Administrative Manager, Construction Projects Manager, EHS Manager, members of the technical and administrative staff responsible of facilities management and building design, project management team members and engineers from FIBA Group (sponsor of the University) and BERKO, one of the main contractor companies undertaking the expansion projects at Cekmekoy Campus. Members of the academic staff from the Energy, Environment and Economics Center of Ozyegin University were also interviewed.
The Project has been under supervision since financial close on July 30, 2012. IFC has visited the site twice, including a visit in preparation for this new investment. IFC has also reviewed OzU’s Annual Monitoring Report, covering the period from September 1, 2011 to September 1, 2012.
