Project Description

Echo-Scan Limited (ESL or the “Company”) is a medical diagnostic company located in Nigeria which has been operating since 1999, and has established a network of 7 medium-sized diagnostic centers (DCs), with an average of 300,000 patients per annum. The diagnostic centers predominantly operate on an outpatient basis. Three branches are located in Abuja (including the heart center), with two branches located in Lagos, one in Asaba and one in Kaduna. The Company intends to expand its network to 40 DICs over the next 4 years, initially in Nigeria and thereafter across Sub-Saharan Africa.

IFC is considering an equity and mezzanine investment of up to approximately USD 20m to support Phase 1 of this scale up process, which will involve adding 13 DCs to the existing network over a 2 year period (“The Project”), at a cost of USD111m.

Overview of IFC's Scope of Review

The IFC’s environmental and social (E&S) review included the following:
Visit to the Head Office of Echo-Scan in Area 11, Garki, FCT Abuja and the Heart Center in Abuja, as well as one diagnostic facility in Lagos, RadMed, which is managed by Echo-Scan under a management contract. A tour of the following services within the Diagnostic Centers included: the X-Ray section, Medical laboratory; Sonology/Angiosonography Section; Echocardiography Section; and the Electro-Encephalogram (EEG) Section.
A meeting was held with the owner and Managing Director, Dr Ayodele Cole Benson, Dr Fafure Olaitan (Chief Cardiologist) at the Heart Center, and the Management Team.
A review of documents provided by the sponsor, including: Environmental Audit Report of Echo-Scan Services Limited, Abuja (2012) (compiled by Labstaff Nigeria Limited); copies of training certificates from the Nigerian Nuclear Regulatory Authority (2011); and the Institute of Radiography (2007 Post-Graduate Certificate in Tomography); brochure of Echo-Scan services; Letter from Abuja Environmental Protection Board Directive to comply with The Abuja Environmental Protection Act 10 of 1997;Certificate of Annual Registration License (2012) from the Federal Capital Territory Administration, Health & Human Services Secretariat, Abuja; Local Radiology Rules, Rules of the Laboratory; Code of Conduct; Offer of Employment (sample); Registration of Premises Certificate from the Nigerian Nuclear Regulatory Authority (2009).
IFC’s appraisal considered environmental and social management plans for the Project and gaps if any between these plans and IFC requirements. Where necessary, corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP, the Project is expected to be designed and operated in accordance with Performance Standards objectives
