Project Description

The Project under consideration by IFC consists of a greenfield heavy fuel oil (HFO) thermal power plant and auxiliary installation with an installed capacity of 87.5 MW (5x 15.5 MW MAN combustion engines) and a guaranteed capacity of 70 MW at 91% availability. The power plant has a footprint of 4.5 hectares and will be connected to the existing Tobene 220/90kV substation which is being upgraded and is located less than 100m away from the Project site. The Project is located approximately 90km North-West of Dakar, Senegal within the Rural Community of Taiba Ndiaye, in Regional Department of Tivaouane. The HFO will be supplied via trucks by La Sociéte Africaine de Raffinage (SAR) with whom terms of agreement are still under negotiation. The Project is a joint project with the World Bank who is looking to provide a partial risk guarantee.

MATELEC is developing the Project as an Independent Power Producer (IPP) incorporated under Tobene Power SA “Tobene Power”, selling power under a 20-year Power Purchase Agreement to the Senegal’s state-owned electric utility, SENELEC, which will be the sole off-taker. Construction of the plant is planned to take place for a period of 16 to 18 months. MATELEC also developed the operating Kounoune power plant in Senegal and the Thika power plant in Kenya, which are both IFC-financed projects.

Overview of IFC's Scope of Review

IFC’s review of the project included:

- site visit to the Project site and its surroundings on February 19, 2013;
- interviews with sponsor’s management team;
- review of as well as in depth discussion on the Environmental and Social Impact Assessment (ESIA) with the Environmental and Social (E&S) consultant team of the ESIA titled “Etude d’impact environnemental et social du projet de central thermique de Tobène/Taïba Ndiaye “ by ERM and dated March 2013 ;
- attendance of the technical review meeting on the ESIA by the DEEC in Thiés, Senegal on February 19, 2013.
- interaction with WB E&S specialist in coordinating appraisal efforts and comments to ESIA; and
- review of E&S performance of two other IFC projects with the same sponsor, notably Kounoune Power in Senegal and Thika Power, an HFO power plant in Kenya.

Kounoune Power project has been rated partly unsatisfactory by IFC from an E&S perspective due to the encroachment of the buffer zone which presents a community health and safety risk, however, the enforcement of this buffer zone is beyond Kounoune Power’s control. Notwithstanding the above, Kounoune Power’s E&S, health and safety performance at the plant is generally satisfactory. Thika Power is in construction and so far no E&S performance issues have been identified.
