Project Description

The Hospital is carrying out an US$11.9 million expansion project which involves the construction of (i) a Hospital Tower with Intermediate Care, Pediatric Hospitalization, and a new Hospitalization Unit; (ii) Specialized Clinics –Neuroscience, Diabetes, Chemotherapy, and Hemodialysis; (iii) Expansion of Laboratory Diagnostic; (iv) Ambulatory Surgery Rooms; and (v) an Auditorium. The proposed IFC investment in the project adds up to a total amount of US$6 million, which includes (i) US$2 million from an existing A Loan committed in 2008 disbursed on 2013; and (ii) US$4 million from a new A Loan with a maturity of up to 10 years, including a 2 year grace period on payment of principal.

Hospital Metropolitano S.A. (“Metropolitano” or the “Hospital”), an IFC existing client, is the leading private hospital in Nicaragua and Central America, providing services to over 112,000 patients in 2013. IFC’s involvement with the Hospital during the implementation of the ESAP, supervision site visit and the advice it provided to the client has contributed and resulted substantial improvements in the following areas: Accreditation from the Joint Commission International (“JCI”, a healthcare quality accrediting organization); implementation of an JCI-based Environmental and Social Management System (ESMS) in full compliance with PS1 requirements; formalized the managerial duties for environmental and social performance; implementation of a procedure for monitoring and reporting environmental and social issues to senior management; improved reporting of key performance indicators; updated the human resources policy in compliance with PS2 requirements including occupational health and safety; implemented a grievance redress mechanism for employees; implemented a solid waste and infectious waste management plan; developed a community engagement and grievance mechanism, including public information procedures; updated an emergency preparedness and response including fire and life safety; and has undertaken conservation of water resource and energy conservation.

Overview of IFC's Scope of Review

IFC’s environmental specialist visited corporate facilities of Hospital Metropolitano S.A. (Metropolitano or the Hospital), in Managua, Nicaragua, to obtain knowledge of general operations. The E&S review included assessment of technical documentation and Environmental and Social (E&S) information provided. IFC also conducted meetings with senior management, senior medical staff, technical/environmental/administrative staff, and the Hospital’s external Quality Assurance Manager for the construction of Metropolitano expansion (Nueva Torre Metropolitano).

IFC’s scope of appraisal considered environmental and social management plans for Project and gaps, if any, between these plans and IFC requirements. Corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of the ESAP, the Project is expected to be designed and operated in accordance with IFC’s Performance Standards.
