Project Description

The Turkish Ministry of Health (MoH) has embarked on a public-private partnership (PPP) program to renovate the healthcare infrastructure that is unable to meet increasing healthcare demands, consolidate small state-owned hospitals under one campus and increase service quality and efficiency in state-owned hospitals. The Etlik Health Campus (the ‘Project’) is the flagship and one of the largest projects within the program located in the capital city, Ankara. The campus will have 3,566 bed capacity that will include: 694-bed general hospital, 500-bed women’s hospital, 468-bed children’s hospital, 484-bed oncology hospital, 478-bed orthopedics hospital, 362 cardiovascular hospital, 40-bed autism center, 34-bed treatments and diagnostic block, 300-bed physical therapy and rehabilitation hospital, 106-bed psychiatric hospital and 100-bed high-security forensic hospital. The project components will occupy 107 ha of the 140 ha project area in Yenimahalle district of Ankara.

The campus will also include a medical science university, a high technology and R&D center, and a congress center. Etlik Integrated Health Campus project together with Bilkent Integrated Health Campus project will replace the existing capacity in twelve state-owned hospitals, which will be closed upon completion of the health campuses. There will also be a medical hotel, three heliports, a university, a trigeneration power plant (a combined cooling, heat, and power system), and a commercial zone within the project area. However, the commercial zone, R&D center and university are not subject to the international financial institutions’ consideration for financing and is not part of the project.

The Company, “Ankara Etlik Hastane Sağlık Hizmetleri İşletme Yatırım Anonim Şirketi” (also called a ‘Special-Purpose Vehicle’ or ‘SPV’ in the ESIA), for the Etlik Integrated Health Campus (IHC) project has been formed as the result of a consortium among Astaldi Concessioni SpA, Astaldi SpA, Türker Gayrimenkul Geliştirme ve Yatırım İnşaat Anonim Şirketi, Türkerler Holding Anonim Şirketi, and Türkerler İnşaat Turizm Madencilik Enerji Üretim Ticaret ve Sanayi A.Ş. The Company has been selected by the MoH for the Project design, construction, and operation.

The planned construction period is 42 months, to be followed by operational period of 24 years. As part of the project, the Consortium will provide support to clinical services including laboratories, imaging, sterilization and disinfection and rehabilitation.

Site visits: A visit to the project site and its surrounding area was conducted by IFC staff on June 25th, 2013. During the site visit, meetings were held with the company representatives including a member of the Executive Committee, the Deputy Project Manager, and the Planning Engineer, as well as representatives from Environmental Consultation Company that prepared the ESIA, including the Deputy Chairman of Board and the other staff. Mott MacDonald, the technical advisor to the lenders, also attended the meetings. The meeting started with a presentation by the company on the project and continued with the field visit to see the locations of the project components as well as the surroundings of the project area.
