Project Description

CPFLR is dedicated to the development of renewable power (hydroelectric, Biomass and wind) projects nationally in Brazil. The hydroelectric projects developed by CPFLR are defined as small hydroelectric projects (Pequenas Centrais Hidroelectricas or PCHs) by Brazilian legislation as they are limited to less than 30 MW total power and typically have reservoirs of approximately 10 ha in surface area, however it can reach 1,200ha under certain circumstances, and the largest reservoir of existing portfolio of CPFLR’s PCHs has 800ha of water surface. Most of the hydroelectric power projects of CPFLR’s portfolio have the typical layout of small run-of-river projects, with relatively small (hourly-daily) storage at the headworks generating basically with the available river flow at any time and spilling any flow which exceeds the capacity of the waterways. The headworks sometimes consist of a weir or small dam to divert water into the waterway or dams with a total height of up to 40 meters and a length of about 100 meters. The waterways conduct the water from the headworks to the powerhouse, and then on to the discharge point (in the same river). In schemes where the generating head is provided by the dam, the waterways are usually short. However, in most CPFLR projects the head is created through by-passing a steeply falling reach of river, or by transfer from a high elevation river point to a low elevation site, with waterways varying from 2 to 5 km average. The waterways of the CPFLR projects comprise tunnels, canals or pipelines, depending largely on the topography, but also on the construction cost and economics.
Biomas thermal power generation units are based on sugarcane waste “bagasse” and are developments in partnership with existing sugar mills. CPFL business model is based on replacing old and inefficient boilers at old mills, to new and more efficient units with high pressure and high volume of steam. Thermal power generation units vary from 25 to 70MWth capacity and are located in consolidated areas of sugarcane plantations in São Paulo and Minas Gerais States.
CPFL is heavily investing in wind power generation, mainly in the Northeast of Brazil (Rio Grande do Norte and Ceará States) and in smaller scale in the South (Rio Grande do Sul). Typically wind farms projects have 30MW capacity and operate with wind turbines from 2 to 3 MW. The largest wind farm has 105MW capacity and is located in Camocim, Ceará State.
IFC proposed investment is an up to BRL100 million (USD50 million equivalent) equity investment in CPFLR’s IPO, and would support future CPFLR growth through a combination of greenfield engineering and construction and acquisition of existing facilities.

Overview of IFC's Scope of Review

IFC reviewed a series of documents describing CPFL’s environmental, health, and safety and social management systems as well as corporate social responsibility programs, including: - EIAs for a sample of hydroelectric projects under construction and planned wind and biomass projects - Environmental and social action plans for a sample of hydroelectric projects under construction - Status report for environmental permits - Monthly land purchase report issued to the electric utilities regulatory agency - Environmental regulatory agency quarterly reports - Construction contractor’s environmental, health and safety (EHS) management system - Individual labor contract used to hire construction labor

IFC representatives visited some of CPFLR’s operating plants, wind projects located in João Câmara and Parazinho RN, hydro projects in Itajubá MG and Americanan SP and Biomass projects in Cosmópolis SP. IFC interviewed Company officers and key management staff involved in the Company’s environmental and social management.
