Project Description

Ser Educacional S.A. and its subsidiaries (the "Company" or "Maurício") is a leading private, for-profit education company providing undergraduate, graduate and technical education to students in the North East region of Brazil. The Company targets primarily middle and low income students under two brand names Maurício and Joaquim Nabuco. IFC will support Maurício to fund: (i) further expansion in the North, with focus on the cities of Manaus and Belem; (ii) further modernization and improvements in existing campuses; (iii) expansion into new campuses through acquisitions of post-secondary education institutions in the North and Northeast regions (the "Project").

Overview of IFC's Scope of Review

The environmental and social review of the proposed project included: (i) telephone interviews with the Administrative and Financial Manager, the Safety/Civil Engineering Chief and the Human Resources Director of Maurício; (ii) written updates of the current status of the environmental and social (E&S) management system and actions agreed in the Environmental and Social Action Plan (ESAP)under the previous transactions; and (iii) desk review of Human Resources, Occupational Health, emergency response and grievance procedures and E&S information, including updates on environmental programs and targets, submitted by Maurício.

IFC performed a site visit and full environmental and social review for a proposed earlier investment in Maurício de Nassau in 2010. IFC’s Environmental and Social Review Summary (ESRS) for that transaction is available at:

This ESRS was updated in late 2012. The current ESRS is a further update of the 2012 ESRS.

IFC’s appraisal considered environmental and social management plans for the Project and gaps if any between these plans and IFC requirements. Where necessary, corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP the Project is expected to be designed and operated in accordance with Performance Standards objectives
