Project Description

The proposed IFC investment, in the form of a corporate loan, will support the expansion plans of Rubliovskiy to open 25 stores in 2012-2014 (the “Project”), in addition to the existing 45 stores. Expansion targets will be mainly achieved through construction of new stores - the company is planning to construct 16 new stores in 2013-2014.
Till recently, Rubliovskiy operated in 3 different formats: (a) mini with the trade space area of up to 350 sq.m., (b) standard (350 - 800 sq.m.,) and (c) supermarket (800-1,100 sq.m.), with average sales area of about 490 sq.m.
In 2013 Rubliovskiy chain started a new format «Supermarket XL», where sales area is exceeding 1,100 sq.m. Expansion project also envisages the increased share of supermarkets in the company’s portfolio. As the result, by the end of 2014, the average trade area of Rubliovskiy stores will reach 670 sq.m.

Overview of IFC's Scope of Review

The investment proposed for IFC’s consideration is implemented by IFC’s repeat client Rubliovskiy (“Rubliovskiy” or the “Client”), a retail arm of the RTL’s Group (“RTL” or the “Group) in Belarus. The proposed investment, which is to finance an expansion of RTL’s retail chain, would be IFC’s second investment with the Group. The existing investment is regularly supervised and its E&S performance has been determined to be in material compliance with at-approval agreements.

The most recent monitoring visit to RTL’s HQ in Minsk was carried out by IFC’s environmental specialist in February 2013. Meetings with Rubliovskiy’s Deputy Director, Head of HR Service, and Life and Fire Safety representative were held to get the latest update on labor and working conditions, and implementation of the energy efficiency and fire safety programs in Rublyovskiy stores.
