Project Description

In the Arab Republic of Egypt, Petroceltic holds 100% operated interests in three concession areas on the onshore Nile Delta (El Mansoura, South East El Mansoura and Qantara) and a 40% interest in the Mesaha onshore exploration license in the South of the country. Future investment plans include continuing with the West Dikirnis (oil and rich gas) LPG plant expansion (in progress) and new onshore wells, West and South Khilala (dry gas) compression project and new onshore development wells, and the Mesaha onshore exploration well.

In Bulgaria, Petroceltic has a 100% operated interest in the Galata concession which includes three production licences for the Galata, Kavarna and Kaliakra gas fields and an exploration licence, all located in shallow waters on the Black Sea, offshore Bulgaria. Future investment plans include the re-establishment of Galata field production, exploration drilling of the Kamchia gas prospect, completion of the suspended Kaliakra discovery well and tie-back to the Galata platform, and the tie-back of the Kavarna East development well.

In Algeria, Petroceltic operates (56.6% interest) the undeveloped Ain Tsila onshore gas field located in the Isarene permitted area in southeastern Algeria. Future investment plans include development of the Ain Tsila field for which a development plan was approved in December 2012.

The proposed investment by IFC will contribute to the funding of Petroceltic’s development and exploration programs in Egypt, Bulgaria and Algeria in 2013 and 2014.

Overview of IFC's Scope of Review

IFC has reviewed technical information provided by Petroceltic International plc, a publicly listed upstream oil and gas company incorporated in Dublin, Ireland. Petroceltic recently merged with Melrose Resources plc, a previous client of IFC, and focuses on oil and gas exploration and development in the Europe, Middle East & North Africa region. The scope of IFC’s appraisal focused on Petroceltic’s compliance with IFC’s Performance Standards and the company’s management capacity to provide adequate oversight of environmental, social, health and safety aspects of its business. The review relied on documents and reports made available by Petroceltic, along with visits by IFC’s technical team to (i) the company’s operational office in Cairo; the South Batra gas plant; the West Dikirnis oil, LPG and gas injection plants; the South Mansoura gas plant; and the South Damas-2 development well, in the Nile Delta, Egypt; (ii) the company’s operational office in Varna, Bulgaria; the Galata field development including the offshore platform located in shallow water in the western Black Sea and the onshore gas plant in Varna; and (iii) meetings and presentations with Petroceltic’s Algeria development team in London regarding the Ain Tsila proposed gas development in the Isarene permit area. Interviews were conducted by IFC staff during meetings with Petroceltic’s senior management and technical teams in Cairo, Egypt; Varna, Bulgaria; and London, U.K., along with interviews with members of the Mansoura Petroleum company in Egypt.

Prior to its merger with Petroceltic, Melrose was a client of IFC since 2002 and IFC financed several projects for the company. IFC conducted an appraisal mission, including site visits to Bulgaria and Egypt, in December 2004. Follow-up supervision missions took place on a regular basis, most recently in 2011. Annual Monitoring Reports (AMRs) have been reviewed (most recent 2011) and the Project has been performing well most recent Environmental and Social Risk Rating (ESRR) was “Satisfactory.”
