Project Description

ENN Energy Holdings Ltd (“ENN”), formerly known as Xinao Gas, is an existing IFC client and a leading gas distribution company in China. The E&S performance of the existing project was satisfactory and met requirements at the time of appraisal. ENN’s business includes city gas operations, a CNG filling station network, LNG plants, LNG transportation, and a LNG filling station network. The proposed project is to support ENN plans to build, own and operate a distribution network of 500 LNG vehicle fueling stations with an objective to make LNG available as a cleaner and cheaper vehicle fuel (compared with diesel) for long-haul buses and heavy trucks along key transportation routes across 18 provinces in China (the “Project”). Currently, approximately 140 LNG filling stations have been constructed or are under construction. Another 360 LNG filling stations will be built by the end of 2015.

Overview of IFC's Scope of Review

The review of this project consisted of appraising technical, environmental, health, safety, and social information submitted by the project sponsor, and undertaking a field visit in February 2013. The environmental and social (E&S) appraisal team visited liquefied natural gas (LNG) filling stations, compressed natural gas (CNG) filling stations, an LNG plant, the LNG transportation fleet, a gate station for city gas operations in different provinces of China, and visited the corporate operation control center at its headquarter in Langfang, Hebei Province, China. The E&S team held meetings with the corporate management team and management teams from selected subsidiary companies. The team also interviewed some employees and community members near the LNG filling stations.
