Project Description

Chipita Turkey (the “Company”) is the newly created subsidiary of Chipita S.A., a leading international company in the production and marketing of flour-based snacks and chocolate confectioneries, headquartered in Athens, Greece. Chipita S.A. operates globally through its own plants in Greece, Bulgaria, Romania, Poland, Russia and through joint ventures in Egypt, Saudi Arabia and Mexico. In addition, the Group has its own distribution companies in the Czech Republic, Germany, Hungary, Slovakia, Serbia and Ukraine. The Group exports its product in a number of other countries, including Australia, Central Asia and Western Europe. Chipita has decided to enter the Turkish market through building a new factory in Gebze, Izmit, a province nearby Istanbul. The proposed IFC long-term loan will finance this greenfield plant in Gebze that will operate with two production lines, with a total capacity of 410 pieces of packaged products per minute. The Company will produce and launch two products; cocoa cream and vanilla cream croissants using their ‘7 Days’ brand. Chipita expects to complete the construction by the end of September 2013 and start production in early 2014.

Overview of IFC's Scope of Review

The scope of the appraisal by IFC’s environmental and social (E&S) specialist included the following:
-Site visits to 3 plants located in Lamia, Greece as well as to Chipita Turkey plant construction site in February and August 2013 respectively.

-Meetings with Chipita Turkey General Coordinator, Chipita SA CFO, Chipita General Manager, Gebze Organised Industrial Zone Manager and Environmental Engineer, Tekyapi,(the construction company), Chief Engineer, Tekyapi Mechanical Engineer, Tekyapi Environment & Occupational Health and Safety (EOHS) Coordinator, Tekyapi EOHS Engineer, Lamia Factory Manager, Quality Manager and EOHS Engineer.

-Review of key documents provided by Chipita S.A and its operating companies, including Code of Business Conduct, Human resources data and procedures, Construction contractor agreements, Environmental and Safety Risk Assessment, Environmental and Safety Plan, EOHS Training Records, Construction-phase dust emission and noise measurements, EIA exemption letter and temporary environmental permit for construction phase.

‘IFC’s appraisal considered environmental and social management plans for the Project and gaps if any between these plans and IFC requirements. Where necessary, corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP the Project is expected to be designed and operated in accordance with Performance Standards objectives.’
