Project Description

NEOgas do Brazil (“NEOgas” or “the Company”) is a leading provider of off-pipeline natural gas solutions in Latin America. The Company is utilizing its own proprietary equipment design and technology and operates in Brazil, Peru, Mexico and Colombia where it supplies Compressed Natural Gas (CNG) by trailer to remote areas that are not serviced by existing gas pipelines. NEOgas’ two main customer segments are; (i) retail CNG stations, and; (ii) industrial consumers. NEOgas operations are structured in “clusters” which usually encompass a compression station, a set of trailers to transport the gas, and delivery units (Reduction and Control Unit-RCU and Hydraulic Pressure Unit – HPU) at client premises. Depending on the existing infrastructure, new compression stations are built or existing ones, from third parties, are used.

IFC is considering a C-loan to finance the Company’s short term capital expansion program in its existing markets (“the Project”). Investments will be focused on acquisition of additional new equipment to support growth in Peru, Mexico, Colombia and Brazil.

Overview of IFC's Scope of Review

IFC’s project appraisal comprised meetings with the management team of NEOgas and site visits to a sample of NEOgas compression stations, Compressed Natural Gas (CNG) transportation systems and NEOgas’ client premises in Várzea do Cedro and Guapimirim, Brazil; Bogota, Colombia; and San Miguel Xotla and Cuernavaca, Mexico. At each location the team observed the environmental and social (E&S) conditions during compression, transportation and distribution for both retail CNG stations (vehicular) and industrial services. The sites visited are representative of the range and type of operations of NEOgas. In addition, the team visited the assembly line in Caxias do Sul. Discussions were held with NEOgas management team regarding human resources policies and procedures, management of environmental, safety and social matters during project design, execution, and management of contractors.

Documents reviewed included NEOgas’s quality, safety and operations policies and procedures; technical and legal requirements for equipment and projects; local environmental and fire safety permits and licenses; occupational safety programs; training certificates; verification and monitoring records; emergency response plans; and written responses to an environmental and social questionnaire provided by IFC.
