Project Description

IFC proposes to support the expansion of Helix, a privately held independent chain of in-vitro diagnostic (IVD) medical laboratories established in 1998. The project entails expansion of the existing laboratories in St. Petersburg and Yekaterinburg, establishment of a new laboratory in Moscow and widening the Company network of diagnostic centers and sample collection points (the “Project”). The Company offers a wide variety of tests including clinical, chemistry, coagulation, immuno-chemistry, microbiology and molecular diagnostic.

IFC’s funding will support growth of the diagnostic centers and collection points network from 92 (15 diagnostic centers owned by Helix while 60 diagnostic centers and all 17collection points are owned by franchises) to 134. Further expansion to 276 diagnostic centers and collection points is planned for future development.

Overview of IFC's Scope of Review

IFC’s review of Helix Lab. (“Helix” or “the Company”) consisted of appraising technical, environmental, and social information submitted by Helix, including:

Corporate Quality Manual and policies, standards and forms;
Quality Management System documentation developed to obtain ISO 9001 certification; and
EHS standard operating procedures covering administrative, laboratory, and health personnel.

IFC environmental specialist conducted a 3-day appraisal visit in July 2013 to assess the Company’s operations, review environmental, health, safety and social information, and understand their plans and commitments for future development.

Meetings were held with the Helix ownership and management, director of personnel, director of quality, and the deputy director for labor and fire safety. The meetings provided a good view of the Company’s current stage of development, existing environmental, health and safety (EHS) practices and strategies to conduct environmental and social management programs.

The specialist visited Helix’s laboratory facility, offices and one diagnostic center in St. Petersburg; also visited were a new laboratory, currently being fitted out for operations, and an additional diagnostic center in Moscow.

IFC’s appraisal considered environmental and social management plans for the Project and gaps if any between these plans and IFC requirements. Where necessary, corrective measures, intended to close these gaps within a reasonable period of time, are summarized in the paragraphs that follow and in the agreed Environmental and Social Action Plan (ESAP) disclosed in this review summary. Through implementation of these management plans and the ESAP the Project is expected to be designed and operated in accordance with Performance Standards objectives.
