Project Description

The Aura Solar Project (the “Project” or “Aura”) comprises the construction and operation of a 38.6 MWdc (30MWac) photovoltaic power plant covering an area of 100 ha and will be located 10 km from La Paz, Baja California Sur (“BCS”), Mexico. The Project includes the construction of a 2.8 km-long transmission line (T-line). Aura is being developed by Gauss Energía (“Gauss”), an independent Mexican energy consultancy/developer and will be 100% owned by Corporación Aura Solar, (“CAS”). The Project will be constructed and operated under an EPC contract with an experienced international company and the PV panels will be supplied by a globally renowned PV panel producer. Construction will last approximately 8 months and Aura is expected to be commissioned by August 2013.

IFC is considering providing a combination of A/C loans for up to US $25 million (in Mexican Peso equivalent) to support the construction of the Project, which will total approximately US $100 million.

Overview of IFC's Scope of Review

IFC’s reviewed Gauss Energía’s (“the Company”) and the selected EPC Contractor’s (“EPC Contractor”) capacity and procedures to assess and manage Environmental, Social, Health and Safety (ESHS) issues related to the construction and operation of the Project in accordance with Mexican regulatory requirements and IFC’s Performance Standards. Specific items reviewed include: (a) Environmental and Social Impact Assessment (ESIA) of the Project; (b) governmental licenses and permits; (c) technical project information; and (d) EPC Contractor’s ESHS policies and procedures and requirements for contractors. IFC interviewed relevant staff from the Company and the EPC Contractor, as well as the E&S Consultant retained by the Company to conduct the ESIA. Additionally, in November 2012, IFC visited the Project site and its environs located nearby La Paz, Baja California Sur, Mexico and met with representatives of the Municipality of La Paz, local environmental agencies, and companies located next to the Project.
