Project Description

Institut des Hautes Etudes de Management (“HEM Business School”) is a private for-profit university that operates 5 campuses in Rabat, Casablanca, Marrakesh, Tangiers, and Fes. The institution offers several diploma and master degree programs to around 2,100 students with a focus on technical skills that enhance the employability of its graduates. They have 1 research institute (CESEM) in Rabat that focuses on policy research. Hence in total, HEM currently has 6 buildings across Morocco that are functioning.

IFC investment of equity and quasi-equity is aimed to finance 1) the upgrading and improvement of its Rabat campuses, 2) the construction of a new campus in Fes, 3) new campus expansion into Oujda, and 4) the establishment of a private university in Casablanca targeting middle income youth and offering Bachelor and eventually Master degrees in various 'Arts and Trade' disciplines that are deemed to be within employable sectors.

Overview of IFC's Scope of Review

The review of this project consisted of appraising information provided by the Sponsor related to technical, environmental and social issues, as well as visits to the Sponsor’s existing education premises in Marrakesh, Rabat and Casablanca, Morocco during November 2012. IFC’s review also comprised meetings with top Management including the CEO and CFO, as well as the HR director, HSE and Maintenance officers and Quality assurance supervisors at HEM’s headquarters in Casablanca, Morocco. IFC reviewed relevant documents pertaining to the HR Policies and Procedures, Emergency Response and Management System, and Security system.
