Project Description

Concord Medical Services Holdings Limited (“CCM” or the “Company”), which is listed on the New York Stock Exchange, has 133 centers located in 52 cities across 25 provinces. The Company operates the largest network of radiotherapy and diagnostic imaging centers in China. Most of the centers in Concord’s network are operated under lease and management or similar agreements, where Concord leases the radiotherapy equipment to the hospital and operates the equipment. The Company also acquired a 52% interest in Chang’an Hospital, a private hospital in Xi’an, Shaanxi province, in the second quarter of 2012. Over the next five years, Concord plans to open an additional 50 radiotherapy centers, an oncology focused hospital (the “Guangzhou Oncology Hospital”) and a proton beam therapy hospital (the “Beijing Proton Center”) (together, the “Project”).

Overview of IFC's Scope of Review

IFC’s review of this investment consisted of appraising technical, environmental, health and safety (“EHS”) and social related information submitted by Concord Medical Services Holdings Limited including: a sample of regulatory permits and licenses from Ministry of Health (“MOH”), Ministry of Environment (“MOE”), Government of China and Environmental /Radiation Impact Assessment report of the hospital partners, CCM organization chart and human resource (“HR”) procedures. The Company’s oncology centers in Zhengzhou, Beijing and Shanghai and Chang’an Hospital in Xi’an were also visited as part of the appraisal.

Discussions were also held with CCM’s senior management in Beijing and operational teams at their oncology centers in Zhengzhou, Beijing and Shanghai and Chang’an hospital in Xi’an.
